Faktor dinamis tersebut menyebabkan pertahanan negara senantiasa memerlukan sebuah proses evaluasi strategis yang dilakukan secara menyeluruh. Pembangunan pertahanan negara menghasilkan kekuatan pertahanan negara pada tingkat penangkalan yang mampu menindak dan menanggulangi ancaman yang datang baik dari dalam maupun dari luar negeri. Meskipun demikian, sasaran pembangunan pertahanan negara jangka menengah yaitu mencapai kekuatan pertahanan negara pada tingkat kekuatan pokok minimal (minimum essential force) belum sepenuhnya dapat diwujudkan. Kondisi alutsista TNI yang saat ini rata-rata usia pakainya sudah tua (25 s.d 40 tahun) berpengaruh pada tingkat kesiapan operasional dan membutuhkan biaya operasional dan pemeliharaan yang tinggi. Masih kurang memadainya jumlah alutsista TNI, sarana dan prasarana pertahanan berpengaruh cukup signifikan terhadap penggelaran kekuatan TNI dalam mengatasi berbagai bentuk ancaman, seperti permasalahan perbatasan dan pulau-pulau terdepan, termasuk dalam mengatasi permasalahan maritim dan dirgantara. Telaahan secara spesifik dikupas dalam masing-masing bagian dari buku ini, terutama dalam kaitannya dengan adaptasi kebijakan di era pandemi sekarang ini. Pada bagian pertama dibahas tentang dasar kebijakan politik dalam membangun Minimum Essential Force (MEF). Pada bagian ini dijelaskan definisi ruang lingkup dan dasar kebijakan publik/politik dalam mengupayakan pencapaian MEF. Pada bagian akhir juga di rincikan hal-hal yang harus diperbaiki. Hal utama yang menjadi perhatian dari tulisan di bagian ini yaitu sering terjadi ketidaksinkronan antara perencanaan dengan eksekusi kebijakan politik dalam membangun Minimum Essential Force (MEF). Ketidaksinkronan ini diakibatkan oleh 2 hal; pertama, kurangnya komitmen yang kuat di antara KKIP untuk menuntaskan proyek pengadaan alat peralatan pertahanan yang telah diputuskan menjadi rencana strategis nasional pengadaan alat peralatan pertahanan. Kedua, masih belum dilibatkannya pihak industri pertahanan dan kampus dalam penyusunan rencana strategis nasional tersebut. Pada bagian kedua, dikupas tuntas pemberdayaan industri pertahanan nasional dalam mewujudkan MEF. Pada bagian kedua ini disajikan data-data yang detail tentang kondisi eksisting, target MEF yang diharapkan dan persentase capaian saat ini. Data eksisting diperoleh dari data primer dari berbagai sumber yang berkaitan langsung dengan pelaksanaan program MEF. Kontribusi Industri pertahanan terhadap pemenuhan MEF juga dibahas secara detail dari berbagai industri pertahanan sebagai pelaku utama. Pembangunan industri pertahanan selama ini, memerlukan upaya dan komitmen pemerintah untuk mengembangkan industri pertahanan nasional dalam rangka mewujudkan agenda kemandirian pertahanan. Namun dinamika lingkungan strategis yang kompleks tentu perlu dipertimbangkan agar agenda pengembangan industri pertananan nasional dapat berjalan secara berkesinambungan. Kehadiran pandemi Covid-19 ini sedikit banyak memberikan pengaruh terhadap agenda ini, sehingga pemerintah perlu membaca dinamika ini secara lebih jeli agar implikasi negatif terhadap perkembangan industri pertahanan dapat diminimalisir. Tantangan dan Peluang dalam Pemberdayaan Industri Pertahanan Nasional. Dalam pendekatan dunia digital, maka pada bagian ketiga dibahas tentang bagaimana MEF TNI dalam mengakomodasi ancaman siber. Juga didetailkan kapabilitas industri pertahanan dalam menangkal ancaman siber. Penulis menilai, Pemerintah perlu merevisi kembali postur MEF yang akan datang dengan memasukkan muatan pembangunan kekuatan pertahanan siber dalam postur MEF. Hal tersebut tidak dapat ditunda lagi dan pembangunan kekuatan siber dapat dilakukan beriringan dengan pembangunan kekuatan alutsista. Bagain akhir buku ini yaitu bagian keempat, dibahas penyelengaraan komunikasi publik dalam mendukung MEF di era new normal. Pada bagian ini dibahas hakikat komunikasi publik, hakikat pertahanan negara dan bagaimana penyelenggaraan komunikasi publik. Praktik komunikasi publik perlu dilakukan dalam rangka mendorong beberapa produk unggulan inhan, agar dapat meningkatkan pemasaran dan penggunaannya oleh user terkait. Penyelenggaraan komunikasi publik, bisa memastikan pola riset inhan pada utamanya bermula dari adanya permintaan dari usernya. Penyelenggaraan komunikasi publik dalam mendukung MEF di era new normal, menjadi semakin efektif bila media benar benar dipergunakan secara maksimal dan konstruktif dalam rangka pencapaian tujuan yang ditetapkan. Setelah pembaca menyelesaikan proses pembacaan buku ini maka akan diperoleh pemahaman integratif tentang signifikansi dan posisi MEF, bagaimana cara mewujudkan target, tantangan dan peluangannya sehingga dapat dijadikan dasar dalam pengambilan keputusan.

This book presents a technical review of ecological and life history information on a range of Bornean wildlife species, aimed at identifying what makes these species sensitive to timber harvesting practices and associated impacts. Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.
