Kata “pemberdayaan” adalah merupakan terjemahan dari kata “empowerment”. Konsep “empowerment”, atau “pemberdayaan” sering digunakan oleh banyak lembaga untuk mengekspresikan kegiatan pengabdian pada masyarakat dengan pendekatan pemberdayaan, termasuk para aktifis pembangunan di Perguruan Tinggi degan Tri Darmanya dan juga kegiatan “pemberdayaan masyarakat” yang dilakukan dan biayai secara “besar-besaran” oleh lembaga pemerintah pada umumnya. Dalam praktek di lapang, ada kesan “penyediaan modal” diyakini sebagai “pendekatan pemberdayaan” yang paling menentukan. Sebagai suatu konsep “alternatif pembangunan”, pada intinya “kegiatan pemberdayaan” adalah kegiatan “multi dimensi” yang memberikan tekanan pada otonomi pengambilan keputusan dari suatu kelompok masyarakat, yang berlandaskan pada sumberdaya pribadi, langsung, partisipatif, demokratis, dan pembelajaran sosial melalui pengalaman langsung (Friedmann, 1992). Sebagai titik fokusnya adalah lokalitas, sebab “civil society” menurut Friedmann (1992) akan merasa siap diberdayakan lewat issue-issue lokal. Friedmann (1992) selanjutnya menegaskan bahwa konsep “empowerment”, merupakan hasil kerja dari proses interaktif baik di tingkat ideologis maupun praksis. Di tingkat ideologis, konsep “empowerment” merupakan hasil interaksi antara konsep “top-down dan bottom-up”. Dengan demikian “kegiatan pemberdeyaan” memikul misi besar berupa pendekatan pembangunan yagn menginterasikan antara “growth strategy dan people-centered strategy”. Sedangkan di tingkat praksis, interaktif akan terjadi antar rumahtangga dan masyarakat yang otonom. Buku ini mengacu pada konsep pemberdayaan “multi dimensi” disusun dalam delapan Bab berikut: BAB I: Pemberdayaan Multi-Dimensi : Pendekatan Pentagon aset dan Saptagon (Heptagon, Tujuh) Kelembagaan Akses Masyarakat Miskin. BAB II : Penguatan Aksesibilitas SDA Berkelanjutan BAB III : Penguatan Aksesibilitas Sarana-Prasarana dan Teknologi Ramah Lingkungan BAB IV: Penguatan Aksesibilitas SDM Rumah Tangga terhadap Pendidikan dan Latihan Vokasi. BAB V: Penguatan Aksesibilitas Kelembagaan Modal Finansial Secara Lokal BAB VI: Penguatan Aksesibilitas Pemasaran Ikan BAB VII: Penguatan Aksesibilitas Kelembagaan Modal Sosial dan Prasarana Lokal BAB VIII: Penguatan Aksesibilitas Politik dan Kebijakan Penganggaran Pembangunan Masyarakat Dalam masyarakat demokrasi yang merindukan kehidupan sejahtera, pendekatan heptagon akses dapat dijadikan acuan setiap komintas dan pembuat kebijakan untuk meraihnya.
