Luis Arroyo Zapatero (Valladolid, 1951), rector honorario de la Universidad de Castilla-La Mancha, es un jurista español, especialista en Derecho Penal Internacional, Presidente de la Société Internationale de Défense Sociale, además de fundador y actualmente director del Instituto de Derecho Penal Europeo e Internacional, con sede en el campus de la Universidad de Castilla La Mancha, en Ciudad Real. Obtuvo la licenciatura en Derecho con la calificación de sobresaliente y premio fin de carrera de la Facultad de Derecho de la Universidad de Valladolid. Pensionado en la Universidad de Colonia por el Gobierno alemán (DAAD) para realizar estudios de doctorado desde 1975 a 1977, se doctoró en Derecho por la Universidad Complutense en 1980, con la calificación de "sobresaliente cum laude", con una tesis a la que le fue concedido además el Premio de la Fundación Universidad-Empresa de Madrid a la mejor tesis doctoral de interés empresarial.. Profesor titular de Derecho Penal en la Universidad Complutense de Madrid desde 1982, en septiembre de 1985 es nombrado Decano fundador de la nueva Facultad de Derecho de la Universidad de Castilla-La Mancha en Albacete. Un año después accede a la Cátedra de Derecho Penal de la misma Universidad, y en 1988 es elegido Rector de La Universidad. Desde marzo de 1988 hasta noviembre de 2003 ostentó dicho cargo. Durante su mandato como Rector, la Universidad de Castilla-La Mancha consolidó su posición en el mapa universitario español e internacional, ampliando y mejorando las infraestructuras docentes y de investigación, gracias a los acuerdos con el Gobierno regional e incrementando notablemente el número de profesores, alumnos y personal de administración y servicios. Fue reelegido rector en 1991, 1995 y 1999. Con motivo de su setenta aniversario, en esta obra destacados penalistas, amigos y discípulos del homenajeado, trazan de él una semblanza y analizan aquellos temas más recurrentes

This edition of the Inter-American Yearbook on Human Rights, like the volumes that precede it, includes information concerning the activities of the Organization of American States in the promotion and protection of human rights. It begins with the composition of the Commission and Court, including the biographies of the members, 1988 activities of each body, reproductions of resolutions and reports by the Commission and historic correspondences and decisions by the Court. Also included is an update on the status of the American Convention on Human Rights, which reports the relation of each country to that instrument, followed by resolutions adopted in 1988 by the OAS General Assembly. The year 1988 distinguished itself particularly because the Inter-American Court of Human Rights made its first decision on a contentious case, the Velásquez Rodríguez case (Honduras). This historic decision is reproduced in Part Three of this volume. Another important 1988 development in the Inter-American system was the Protocol of San Salvador, or Additional Protocol to the American Convention on Human Rights for Economic, Social and Cultural Rights, reproduced in Part Four. Also included, in its entirety, is a report on the human rights situation in Haiti, a report requested by the Organization of American States Permanent Council in Resolution 502. The Inter-American Yearbook on Human Rights is completely bilingual (English and Spanish).

La metáfora de la crueldad se ocupa de tres grupos de cuestiones. La primera sobre la conformación de la cultura jurídica moderna por la denuncia de la crueldad de las penas y de la de la misma pena de muerte que acuñó el Marqués de Beccaria, ahora en el 250 aniversario de la publicación del Tratado. La segunda, sobre el concepto de la crueldad de las penas y los prolegómenos de una teoría de la crueldad. En un momento de amplia discusión acerca del lugar que ocupa la materia del Derecho Romano y su recepción en Europa dentro de los planes de estudio de la licenciatura de derecho, en la primavera del año 1994, el catedrático e insigne romanista Don Justo García Sánchez tuvo la gran idea, junto con el profesor Don Gerardo Turiel de Castro (q.e.p.d), de poner en marcha un proyecto desde Oviedo, que perseguía un doble objetivo: 1) servir para una reunión anual de los romanistas iberoamericanos con convocatorias indistintas en la Península y en el continente Americano, 2) reunir diferentes estudios que enriquecieran los conocimientos relativos a la recepción del Derecho Romano. Fruto de este proyecto fue la constitución en Oviedo el día 22 de abril de 1994 de la Asociación Iberoamericana de Derecho Romano, cuyos fines son: a) El estudio y difusión del Derecho Romano, tanto en su sentido estricto, como en el ámbito de la tradición jurídica romanística y su proyección en la legislación europea e iberoamericana. b) La realización de todas las actividades conducentes al cumplimiento de dicho fin. c) El mantenimiento de relaciones científicas a través de congresos, seminarios, cursos y publicaciones. d) Cualquier otro tendente al cumplimiento de los fines de la asociación, y una particular colaboración con entidades jurídicas de España e Iberoamérica. Estos once tonos que ahora se presentan son un recopilatorio de las valiosas actas de la Asociación, fruto de la labor desarrollada en las reuniones mantenidas en los últimos años por expertos en la materia.
