We encourage participants from all over the world to discuss about “Election Integrity: A Framework for Guaranteeing The Democracy Rights and Fairness In The Modern Era”. The problems in Southeast Asia that dominate them are related to electoral laws, electoral procedures, district boundaries, voter registration, party/candidate registration, media, political finance, the voting process, vote count, results, and electoral authorities. In addition, the current development of globalization and modernization certainly influences the implementation of elections in a country. As is known, the implementation of technology in this election is a breakthrough that has been implemented in various countries. Based on research and data collection published by International IDEA, trends in the use of technology by the KPU occur in several countries. Of the 106 countries using election technology recorded by International IDEA, 60% of the KPU is for tabulation use, 55% for voter registration, 35% for voter registration biometrics (fingerprints, retinas, etc.), 25% for biometrics in voter verification, 20% for e-voting. With the development of the implementation of elections globally, this is certainly an important matter to be discussed and discussed together. This background will be discussed by all participants in this international conference.

Hukum Tata Negara merupakan cabang dari Ilmu Hukum. Dari segi teori, Hukum Tata Negara (staatrecht) dibedakan menjadi 2 (dua) pengertian, yaitu staatrecht in ruimere zin (arti luas), dan staatrecht in engere zin (arti sempit), dimana dalam arti in engere zin inilah Hukum Tata Negara atau verfassungrecht yang dapat dibedakan antara pengertian yang luas dan pengertian yang sempit. Hukum Tata Negara dari segi Istilah biasanya juga dipersamakan dengan istilah law constitutional yang apabila diterjemahkan ke dalam bahasa Indonesia menjadi Hukum Konstitusi, walaupun ada juga yang membedakan antara Hukum Tata Negara dan Hukum Konstitusi. Hukum Tata Negara juga dapat dipelajari dari segi Hukum Tata Negara positif dan Hukum Tata Negara umum. Hukum Tata Negara positif mempelajari tentang norma-norma dasar yang berlaku di suatu wilayah dan waktu tertentu. Sementara Hukum Tata Negara umum mempelajari segala gejala ilmiah yang berkaitan dengan hukum tata Negara pada umumnya. Hal ini berkaitan pula dengan istilah lehre dan recht pada istilah verfassung yang mengindikasikan bahwa domain akademis Ilmu Hukum Tata Negara sangat luas jangkauan pembahasannya.
