This is an open access book. This proceeding consists of research presented in ICOSI UMY, on 20-21 July 2022 at Universitas Muhammadiyah Yogyakarta. The conference covers the topic of governance, international relations, law, education, humanities, and social sciences. The COVID-19 pandemic first time that occurred in 2019, has brought many changes that constrain all countries to adapt quickly. The crisis has shown vulnerabilities and gaps in several primary systems, including healthcare, social protection, education, value chains, production networks, financial markets, and the ecosystem. One of the efforts that each country can take to rise from the COVID-19 pandemic is through strengthening multilateralism, international solidarity, and global partnerships. Hence, this conference raises the central theme “Strengthening Global Partnership for Resilience.” This theme covers sub-themes that allow prospective scholars to submit their papers for ‘Virtual Conferences’ presentation under the following scopes: Social Sciences, Humanities, Educations, and Religious Studies. Presented papers will also get a chance to be published in our remarkable partner publishers. The theme of the conference is "Reconstructing Morals, Education, and Social Sciences for Achieving Sustainable Development Goals". This theme was formulated due to several considerations. First, the symptoms of moral decline that have the potential to destroy the nation. Morals guide humanity towards truth and civilization. The phenomenon of the dehumanization process in the industrial era that pushed people to be part of abstract societies tends to ignore humanity. The education process as a humanitarian system is increasingly marginalized, especially during discussions about the industrial revolution 4.0 and Society 5.0. The conference placed six sub-themes for speakers and participants to share ideas, namely: Social Sciences and Laws, History and Cultural Studies, Interdisciplinary Studies, Morals and Humanities, Policy, Politics, and Communication, Education. The committee has received 195 abstracts from prospective speakers. However, there are only 80 abstracts that are eligible to be presented at this conference.

Pekerjaan sosial adalah profesi setua umur manusia, karena permasalahan sosial juga muncul bersamaan dengan hadirnya manusia di muka bumi. Karena itu, tugas sebagai pekerja sosial sangat luhur, terkait dengan kehormatan dan martabat kemanusiaan. Segenap kendala yang membatasi manusia untuk memenuhi kebutuhan dasar dan hak asasinya, maka hal itu menjadi perhatian pekerja sosial. Baik itu yang menyangkut hak anak, remaja, manusia dewasa, hingga kaum lanjut usia. Sesuai Undang-undang Kesejahteraan Sosial nomor 11 tahun 2009, tugas Kementerian Sosial sangat luas, dapat diibaratkan mengurus manusia ‘mulai dari kandungan sampai dimakamkan di liang lahad’. Program Keluarga Harapan (PKH) merupakan program unggulan Kementerian Sosial yang ditujukan kepada ibu rumah tangga sangat miskin (RTSM) yang memiliki bayi atau anak yang masih sekolah sampai tingkat SMP (sekolah menengah pertama). Selain itu, Kementerian Sosial bertanggung jawab memberi santunan kepada para perintis kemerdekaan dan janda pahlawan, bahkan memproses pemberian gelar dan tanda jasa kepada mereka yang berkontribusi besar bagi bangsa sampai akhir hayatnya. Isu yang dibahas dalam studi pekerjaan sosial sangat beragam sebagaimana kompleksnya kehidupan manusia. Untuk keperluan metodologi ilmiah perlu kajian yang spesifik dan obyektif. Kerangka studi yang obyektif dirumuskan di negara-negara Barat yang lebih maju, meskipun praktik Pekerjaan Sosial sudah berkembang lama di Indonesia dan negara-negara sedang berkembang lainnya. Secara ontologis (substansi pengetahuan) dan epistemologis (metode pengkajian), studi pekerjaan sosial memang bersifat universal. Namun, dari sudut aksiologis (manfaat dan implementasi praktis), pekerjaan sosial harus disesuaikan dengan nilai-nilai yang mengakar di masing-masing negara. Bahkan, dalam konteks Indonesia sebagai bangsa yang majemuk, landasan nilai tersebut dapat bersumber dari local wisdom yang sangat berbeda di tiap daerah. Tuntutan indigenisasi (pribumisasi) studi dan praktik pekerjaan sosial sangat penting seperti dibahas dalam Bab XXVII di buku, di samping juga kesadaran untuk memperluas wawasan dan menguji kompetensi di ranah global. Buku ini, Pendidikan dan Praktik Pekerjaan Sosial di Indonesia dan Malaysia mencerminkan upaya untuk menyeimbangkan pengaruh global dan kebutuhan nasional/lokal. Buku ini merupakan penyempurnaan dari buku sebelumnya, Pekerjaan Sosial di Indonesia: Sejarah dan Dinamika Perkembangan, yang sangat layak jadi referensi bagi akademisi, praktisi dan penentu kebijakan di bidang kesejahteraan sosial. Buku ini memiliki kelebihan yang patut diapresiasi karena berhasil mengumpulkan dan menata gagasan dan pengalaman dari khalayak akademisi dan praktisi dari kedua negara. Semoga di lain kesempatan dapat diterbitkan buku serupa yang menyajikan lebih banyak wacana dari negara maju dan berkembang. Dari pertukaran ide dan praktik niscaya akan ditemukan konsep yang lebih mantap untuk mendukung kebijakan sosial di tiap negara. Sebagai contoh, program bantuan tunai langsung bersyarat (conditional cash transfer) telah sukses diterapkan di negara-negara Amerika Latin (seperti Brazil) untuk menurunkan angka kemiskinan. Di Indonesia, program serupa dikenal sebagai PKH yang mulai diluncurkan tahun 2007 dan akan memasuki masa evaluasi tahun 2013. PKH di Brazil dikenal dengan nama Bolsa Familia (family grant) yang diberikan kepada sedikitnya 10 juta kekuarga miskin. Program itu dinilai efektif menurunkan angka kemiskinan dari 22 persen (2002) menjadi 8 persen (2009), tentu saja dengan dukungan program pemberdayaan lain. Intinya, basis data penerima hibah keluarga miskin menjadi rujukan bagi seluruh program pengentasan kemiskinan. Semua program dirancang secara terpadu. Sementara itu, PKH di Indonesia tahun 2011 baru mencapai 1,1 juta RTSM dan hingga tahun 2014 ditargetkan meliputi 3 juta RTSM. PKH diterapkan sejalan dengan peningkatan kualitas pendidikan (Bantuan Operasional Sekolah/BOS dan beasiswa bagi pelajar miskin) serta perlindungan kesehatan (Jaminan Kesehatan Masyarakat/Jamkesmas dan peningkatan gizi bayi dan balita serta ibu yang melahirkan). Dengan keterpaduan program tersebut. diharapkan dampaknya lebih signifikan untuk menekan angka kemiskinan dan meningkatkan taraf hidup masyarakat. Terlebih lagi, saat ini telah disahkan Undang-undang Penanganan Fakir Miskin oleh Dewan Perwakilan Rakyat dan tinggal menunggu pengesahan Presiden RI agar dimasukkan dalam Lembaran Negara. Dalam undang-undang tersebut ditetapkan Kementerian Sosial selaku leading sector (lembaga pengarah) untuk seluruh program pengentasan kemiskinan yang selama ini ditangani 19 Kementerian/Lembaga. Ini merupakan amanat yang berat sekaligus tantangan besar kepada seluruh jajaran Kementerian Sosial agar bekerja lebih profesional dan akuntabel serta fleksibel berkoordinasi dengan sesama instansi pemerintah. Di samping itu, juga perlu digalang partisipasi lembaga swadaya masyarakat, organisasi sosial, perguruan tinggi, dan dunia usaha karena penanggulangan kemiskinan memerlukan sumberdaya yang besar dari aspek manusiawi dan finansial. Buku ini sangat tepat sebagai pegangan bagi para pekerja sosial untuk meningkatkan kompetensinya yang bersifat dasariah, maupun spesialisasi di berbagai bidang. Buku ini juga sangat penting karena menyajikan perbandingan kurikulum pendidikan kesejahteraan sosial di dua negara untuk peringkat sarjana dan pasca sarjana. Kerjasama pendidikan antara Indonesia dan Malaysia sudah berlangsung lama, dan saat ini sedang dirintis rencana kerjasama antara Menteri Sosial kedua negara. Apalagi, pada Oktober 2011 Indonesia menggelar Social Welfare Conference yang mengundang para pakar, praktisi dan penentu kebijakan dari berbagai negara, terutama di kawasan Asia Tenggara. Forum ini menjadi wadah munculnya ide brilian dan pengalaman terobosan untuk memajukan pembangunan sosial di Indonesia. Kita tidak hanya berorientasi domestik, melainkan juga memperluas kontribusi di kancah internasional, terlebih lagi dengan posisi Indonesia sebagai Ketua Asosiasi Negara-negara di Kawasan Asia Tenggara (ASEAN). Indonesia telah berpartisipasi aktif dalam penanggulangan bencana di berbagai negara, bahkan mampu mengembangkan platform nasional dan lokal untuk mereduksi korban bencana. Berkat upaya serius dan intensif tersebut, Presiden Susilo Bambang Yudhoyono mendapat penghargaan Global Champion on Disaster Risk Reduction dari Perserikatan Bangsa-bangsa. Indonesia juga dituntut agar ikut menyelesaikan konflik yang terjadi di wilayah Asia Tenggara, karena pengalamannya yang sudah teruji dalam menangani konflik domestik. Masih banyak isu lain yang membutuhkan kompetensi tinggi dan kolaborasi dengan banyak pihak. Penerbitan buku ini menandai bahwa khalayak pekerja sosial di Tanah Air siap untuk mengemban amanat yang lebih besar. Mari kita wujudkan visi ‘Kesejahteraan Sosial yang Paripurna untuk Semua Warga’ (welfare for all) dengan kerja keras, kerja cerdas, kerja ikhlas, dan kerja mawas.*

This is an open access book.Changes in law either from the meaning of normative substance, institutional, and legal culture are inevitably in line with the dynamics within various sectors of life society. Therefore, it is necessary to thoroughly discuss and analyze which sectors may have a significant impact on the business world and society today. By discussing comprehensively, comparatively and collaboratively, it is hoped that legal issues can be seen from various perspectives in the legal and social fields by finding fundamental problems in depth related to several topics of discussion, including in the telematics legal sector, natural resource management law, business legal culture, as well as the tourism sector. For this reason, APPTHI held a series of conferences in 3 cities to discuss and make it a meeting place for world law experts with law lecturers throughout Indonesia and invited lecturers from various countries, such as South Korea, India, Malaysia and Europe to take a part in this conference. The 1st APPTHI International Conference on Changing of Law (the series) is the first international conference series held in Indonesia by the Association of Indonesian Law College Leaders (APPTHI), inviting several legal experts from countries such as the USA, the Netherlands, Korea, Malaysia, India, as well as South Korea. This activity has 3 major themes each held in several cities, namely: in Jakarta which will be held at Trisakti University on 22 July 2023 with the theme Changing of Law in the digital era, while in Makassar it will take place at the Indonesian Muslim University/UMI) on July 24 2023 with the theme Changing of Law in the Energy sector and Natural Resources Management, as well as the last series of conferences in Bali on July 26 2023 at Warmadewa University, becoming a series of academic activities that have a broad spectrum and dimension of legal knowledge with various legal perspectives such as business law, corporate law, civil law, criminal law, intellectual property law, telematics law, agrarian law, environmental law, HTN/HAN etc. This event was carried out within the framework of the first round of the APPTHI international program which will continue to be held regularly every year. This program is also a form of implementation of various forms of international cooperation in several countries such as New York University, Utrecht University, National University of Malaysia, Hankuk University, and Jawaharlal Nehru University. In this event APPTHI collaborated with the international program organizer, PASQAPRO. For the activities of The First APPTHI International Conference on Changing Law, The Series, involving campuses as co-hosts in Jakarta (hosted by Trisakti University), including: Jakarta Islamic University, Universitas Suryakancana, cianjur, Lampung Mitra University, Palembang Law School STIHPADA, Islamic University Jakarta, Muhamadiyah University Jakarta, YARSI University, National University, Borobudur University, while co-hosted in Makassar (Host Indonesian Muslim University): Panca Bakti University, West Kalimantan, Sawerigading University, Christian University of Paulus, Makasar, Universitas Juanda, Bogor and Seventeen August University (UNTAG) Semarang, for Bali with the host university Warmadewa, assisted by co-hosts including: Caritas College of Law, Papua. Hopefully this conference will not only be a scientific forum for APPTHI members and various foreign partner universities by providing outputs in the form of indexed proceedings and journals, but also an event that will contribute thoughts in the field of law for the Indonesian government in conducting studies on legal changes positively as well as being a think tank for the formation of state laws and policies.
