This report examines many of the weaknesses in China's People's Liberation Army (PLA) human capital and organization realms, its combat capabilities across various domains, and China's defense research and industrial complex. Furthermore, the report analyzes how these weaknesses affect the PLA's performance of missions tasked by Beijing. China's military isn't ready to win wars despite spending heavily to modernize. The People's Liberation Army suffers from 'potentially serious weaknesses' that could limit its ability to conduct the operations required to fight and win future conflicts. "Although the PLA's capabilities have increased dramatically, its remaining weaknesses increase the risk of failure to successfully perform the missions the Chinese Communist Party leaders may task it to perform," the report says. It cited Taiwan contingencies, maritime claim missions, protecting sea lines of communications and some non-war military operations. The report looks at two critical shortcomings: institutional and combat capabilities. On institutional issues, the PLA faces shortcomings regarding outdated command structures, quality of personnel, professionalism and corruption. Combat weaknesses include logistical, insufficient strategic airlift capabilities, limited numbers of special-mission aircraft, and deficiencies in fleet air defense and anti-submarine warfare.

There is no question which country has made the greatest strides in developing its airpower capability. Over the last two decades, China's air force, the People's Liberation Army Air Force (PLAAF), has transformed itself from a large, poorly-trained force operating aircraft based on 1950s Soviet designs to a leaner and meaner force flying advanced Russian and indigenously produced fourth-generation fighters. This remarkable transformation is still a work in progress, but China has made up a lot of ground in a short time. The ever-accelerating transformation of the People's Republic of China (PRC) in the years since the era of Mao Zedong, particularly in its economic and military growth, has been nothing short of remarkable. Developments over the last quarter-century-effectively since the tragedy of Tiananmen Square and the collapse of the Soviet Union and Warsaw Pact alliance-have been more so still. The relationship of this increasingly robust and growing power to the established global community is a complex one, and no thornier aspect of that relationship can be found than the uneasy interplay among the PRC, Taiwan, and the countries that deal with both. In late October 2010, a distinguished international group of experts on airpower, military affairs, and the PRC-Taiwan relationship gathered in Taipei to examine the present state and future prospects of the People's Liberation Army Air Force (PLAAF). The conference was the latest in a series of international conferences on the affairs of the People's Liberation Army (PLA) cosponsored by the Chinese Council of Advanced Policy Studies (CAPS), the Carnegie Endowment for International Peace (CEIP), the U.S. National Defense University (NDU), and the RAND Corporation. Over 3 days, speakers presented 14 papers on aspects of airpower, the PLAAF, and the implications for Taiwan, and panels discussed and debated the presentations, taking questions and comments from an audience of 115 registered attendees, with many others dropping by. This book is a compilation of the edited papers, reflecting comments and additions stimulated by the dialogue and discussion at the conference to examine present state and future prospects of the People's Liberation Air Force (PLAAF).

The Chinese People's Liberation Army (PLA) is the armed forces of the People's Republic of China (PRC) and Communist Party of China (CPC). The PLA consists of five professional service branches: the Ground Force, Navy, Air Force, Rocket Force, and the Strategic Support Force.The PLA is the world's largest military force, with a strength of approximately 2,285,000 personnel, 0.18%of the country's population. In September 2015, Xi Jinping, the General Secretary of the Communist Party of China and the commander-in-chief of the PLA, announced a reduction of the number of military personnel by 300,000.*[3] The PLA's insignia consists of a roundel with a red star bearing the Chinese characters for Eight One, referring to the Nanchang uprising which began on August 1, 1927.On November 23, 2013, China's Ministry of National Defense spokesman announced that a new air defense intercept zone (ADIZ) will be established by the government to include the Diaoyu, or Senkaku Islands. Sovereignty over these islands is disputed by Japan, China, and Taiwan. The new ADIZ also included a submerged rock that falls inside overlapping Exclusive Economic Zones (EEZ) claimed by China, Japan, and South Korea. Pundits and policy analysts quickly engaged in a broad debate about whether China's expanded ADIZ is designed to create tension in Asia, or is part of a broader plan to impose a new definition of China's territorial space in the Asia-Pacific region. Meanwhile, to deal with cyber penetrations attributed to the Chinese People's Liberation Army (PLA), the U.S. Departments of Justice, Homeland Security, and State are devising new means to protect intellectual property and secrets from the PLA's computer network operations.
