Yet in 1657, prompted by the political chaos that followed the execution of Charles I and inspired by a belief that a return to monarchy was the only way to stabilize the nation, parliament offered Cromwell the crown of Britain. In Perceptions of a Monarchy without a King, Benjamin Woodford explores how factions both inside and outside of government reacted to this unprecedented event. Moving away from a biographical focus on Cromwell, Woodford looks to the print culture of the period to examine kingship and the Cromwellian regime as a complex phenomenon that elicited diverse reactions - from broadly in favour to dead-set against. Woodford analyzes Cromwell's speeches along with propaganda, newspapers, poetry, republican writings, and the works of religious sects. The fact that many of these writings were produced by men and women who were not members of the government demonstrates that both politicians and the general public were interested in the topics of Cromwell and kingship. Cromwell's military and political power rendered him a candidate for kingship, but even with his record of achievement, the offer of the crown to a non-nobleman was controversial. Monarchy is an enduring institution that still makes headlines today. It has always been preoccupied with image and perception, never more so than in the period covered by this volume. The collection of papers gathered here from international scholars demonstrates that monarchical image and perception went far beyond cultural, symbolic and courtly display – although these remain important – and were, in fact, always deeply concerned with the practical expression of authority, politics and power. This collection is unique in that it covers the subject from two innovative angles: it not only addresses both kings and queens together, but also both the medieval and early modern periods. Consequently, this allows significant comparisons to be made between male and female monarchy as well as between eras. Such an approach reveals that continuity was arguably more important than change over a span of some five centuries. How can a developing, democratic and predominantly Muslim country like Indonesia manage its foreign relations, while facing a myriad of security concerns and dilemmas in the increasingly complex post-Cold War international politics, without compromising its national interests and sacrificing its independence? Approaching this problem from the vantage point of the Indonesian foreign policy elite, this book explores the elite's perceptions about other states and the manner in which these shape the decision-making process and determine policy outcomes. The combined qualitative and quantitative research strategy draws on a unique series of in-depth interviews with 45 members of the Indonesian foreign policy elite that included the country's (present and/or former) presidents, cabinet ministers, high-ranking military officers, and senior diplomats. Among all state actors, Indonesian relations with the United States and China are the highest concern of the elite. The leaders believe that, in the future, Indonesia will increasingly have to manoeuvre between the two rival powers. While the United States during George W. Bush's presidency was seen as the main security threat to Indonesia, China is considered the main malign factor in the long run with power capabilities that need to be constrained and counter-balanced.

This book is about presidents in parliamentary systems. One commonly recurring political debate within parliamentary systems is over whether or not the public should directly elect the head of state. Despite the importance of this topic in practical politics, political scientists have offered little empirical evidence, yet made bold assumptions about the consequences of popular elections for heads of state. A common argument is that direct elections enhance presidents' legitimacy thereby increasing their activism and encouraging authoritarian tendencies. Another popular assumption is that direct presidential elections are more heavily contested and partisan, polarizing and dividing political elites and the electorate. Proponents of direct elections argue that such elections will help decrease voter alienation and apathy. This book challenges the conventional wisdom. Using both quantitative and qualitative empirical evidence from democratic systems across the world, this book demonstrates that compared to indirect selection methods, direct elections do not yield more active and contentious presidents, do not polarize political elites or society, and do not remedy political apathy. Rather, presidential activism in both "semi-presidential" and "pure parliamentary" systems is shaped by political opportunity framework - the institutional strength and partisan composition of both parliament and government. Further, because holding the presidency provides parties with an electoral asset, direct and indirect presidential elections can be equally contentious and polarizing. Last, but not least, rather than decreasing apathy, direct election is associated with increased voter fatigue and decreased turnout in parliamentary elections by about seven percentage points.
