Peran dan kedudukan desa di masa Orde Baru banyak dinilai dan ditempatkan sebagai objek dari beragama kepentingan, sehingga peran desa terasa termajinalkan dalam skim ketatanegaraan. Oleh karenanya, terbitnya UU tersebut dapat dianggap sebagai obat penenang sementara bagi beberapa kalangan atau kelompok-kelompok kepentingan yang secara politis menghendaki terjadinya pembaharuan atau-pun perubahan peran dan fungsi Desa sejalan dengan realitas sosial dan kebutuhan yang ada dalam konteks era globalisasi dan neo liberalisasi.Meskipun payung hukum terhadap kebijakan tentang desa telah dikelurkan dan diikuti serta diperjelas dengan beragam aturan pelaksanaannya, seperti Peraturan Pemerintah, Peraturan Menteri dan Perda yang dibuat masing-masing daerah, akan tetapi diskursus mengenai ideal type desa ke depan masih banyak diperbincangkan dan diperdebatkan oleh banyak pihak untuk mencari rumusan formasi yang tepat.Sound of Village Governance terus didengungkan pemerintah melalui berbagai cara dan media untuk memperoleh penguatan, pembenaran dan pengakuan terhadap proses rencana perubahan kedudukan dan fungsi desa di masa depan. Meskipun demikian, diskursus yang terjadi tidak sekedar memperkuat dan membenarkan apa yang telah menjadi kebijakan politik pemerintah, namun ada pula pandangan-pandangan kritis yang acap kali dimunculkan sebagai bagian dari berjalannya demokrasi melalui proses komunikasi-dialogis.

Genealogi dan kedekatan eksistensial kebijakan publik dengan politik menginspirasi hadirnya buku ini. Politik adalah arena pembentukan, perdebatan dan implementasi kebijakan publik. Politik (politics) dan kebijakan (policy) menempati bidang pemenuhan urusan publik (public affairs), dan kepentingan publik (public interests) dalam fungsi negara. Namun kebijakan publik tidak berjalan di ruang hampa. Ia dibentuk dalam konteks politik yang kompleks dengan pengaruh faktor ideologi, kepentingan dan dinamika kekuasaan yang melibatkan banyak aktor, faktor dan situasi, disebut ‘multi-vektor’. Kebijakan publik tidak sebatas peran dan fungsi institusi negara yang terepresentasi pada ‘formulasi, implementasi dan evaluasi kebijakan’ saja, namun juga pada relasinya dengan stakeholders kebijakan yang melibatkan peran civil society dan partai politik. Perlu akomodasi dan negosiasi terhadap peran multi-vektor yang membawa perbedaan dan konflik baik aras internal kepemerintahan maupun dalam relasinya dengan vektor di luar kepemerintahan. Model-model seperti collaborative governance, policy community dan community-driven development adalah contoh relasional tersebut. Kebijakan publik merupakan collective action, bukan agenda pemerintah secara sepihak yang disosialisasikan untuk memperoleh legitimasi dadakan dan kemudian di-daur-ulang secara periodik selaras dengan periodisasi agenda politik elektoral. Advokasi civil society dan kepartaian diperlukan dalam keseimbangan fungsi-fungsi sub-sistem kebijakan dalam sistem kebijakan publik. Perubahan sosial dan dinamika politik yang melatari kebijakan, dengan pengaruh teknologi informasi digital, pengalaman selama pandemi Covid-19, mendorong paradigma baru desain kebijakan pasca-pandemi untuk pengembangan kebijakan publik di masa depan yang ‘inklusif, transformatif, bertumpu pada modal sosial dan berparadigma tanggap bencana’. Artinya, masalah publik yang hendak diintervensi oleh kebijakan publik, dipandang sebagai “potensi bencana” yang harus direspons cepat dan tepat, serta memperhatikan modal sosial. Kelalaian kebijakan pemerintah, termasuk kebijakan yang melemahkan modal sosial adalah bencana bagi masyarakat luas. Kontekstualitas-kontinu multi-vektor yang melatari kebijakan ini, membutuhkan pendekatan yang kompatibel: Institusionalisme Diskursif. Semoga buku ini bermanfaat bagi peminat, pengkaji, praktisi kebijakan, aktivis gerakan civil society maupun aktivis partai politik.
