On voudrait que les universités offrent des débouchés à leurs étudiants, portent remède à l'échec massif en premier cycle, tout en continuant à se démocratiser. Mais peut-on atteindre ces objectifs et conserver la quasi gratuité de l'enseignement supérieur ? Les subventions de l’État aux universités, qui sont insuffisantes, ont peu de chances de beaucoup augmenter à l’avenir. L’Australie et le Royaume-Uni ont mis en place des modèles radicalement différents. Ils reposent sur des droits d’inscription élevés assortis d’un système généralisé de prêts aux étudiants, dont le remboursement est conditionné par leurs revenus futurs. Robert Gary-Bobo plaide pour une réforme inspirée de ce modèle. Elle donnerait les moyens de se développer à une université française en grave difficulté financière et qui conduit beaucoup d’étudiants à l’impasse. Elle insufflerait plus de justice sociale dans un système qui, paradoxalement, profite essentiellement aux jeunes issus des milieux favorisés.

Dans le chapitre 2, nous valuons les poids relatifs du milieu socio- conomique des l ves et de la qualit des tablissements qu'ils fr quentent dans la d termination de leurs performances scolaires. Dans le chapitre 3, nous proposons une revue critique des divers syst mes de financement de l'enseignement sup rieur en vigueur dans les pays Europ ens en tentant d'en valuer les retomb es en termes d' galisation des opportunit s d'acc s. Enfin, dans le chapitre 4, nous exploitons des donn es Finlandaises afin d'examiner l'effet de ces pr ts comme mode de financement sur la probabilit comme sur la vitesse de certification. Nous testons galement l'existence d'effets diff renci s selon le milieu social des tudiants.

A contradictory creation indeed, the European Union has most of the institutions of a modern democracy, yet it does not function as one. Moreover, its growing scope of activity and supranational decision making processes are undermining the legitimacy of democracy in its member states. Much has been written about this double "democratic deficit," but surprisingly little thought has been given to what to do about it--short of drafting and ratifying a new federal constitution. In this provocative book, Philippe C. Schmitter explores both the possibility and the desirability of democratizing the EU. He argues that as a "non-state" and a "non nation" it will have to invent new forms of citizenship, representation, and decisionmaking if it is ever to democratize itself. The author also contends that the timing and political context work against a full-scale constitutionalization of the process. He proposes a number of modest (and some less modest) reforms that could improve the situation in the near future and eventually lead to a genuine Euro-democracy.
