"Calls for reform of the public service are routinely heard from politicians, private sector interests, civil society organisations and public servants themselves. Public service reform programmes have become the norm in many countries, including Ireland. But the overheated rhetoric that usually accompanies the launch of such programmes is often rapidly followed by the disappointment of unfulfilled ambition and apparent failure." "This book looks at the realities of public service reform in Ireland today. It begins with the conviction that reform is an ongoing process of adaptation to the rapidly changing requirements of society, rather than anything that can be captured in a once-off programme. It recognises the achievements of recent reform efforts, and it sets out some key elements that the authors believe should be part of the next phase of reform. In particular it identifies specific actions that are needed to improve accountability for performance, to adapt organisational structures to contemporary needs, and to put in place the vital leadership capability. The authors recognise that other actions will also be required in the short term, and that the process of adaptation will rapidly move on to other challenges, but they insist that the next phase of reform must, as a priority, address at least these three areas." "The book draws on management theory, international best practice and, not least, the authors' own experience at the frontline of public service delivery. Its proposals are practical and immediate, but are also well grounded in a vision of a high-performance public service that can meet the most demanding expectations of today's citizens."--BOOK JACKET.

The Selected Issues paper analyzes how fast Ireland will grow in the future. The approach of this paper is to consider the catch-up in labor utilization productivity and use independent demographic projections and other considerations to make reasonable assumptions about labor productivity and utilization growth in the future. It uses a simple growth-accounting framework, and discusses the trends in labor utilization and productivity per hour in the past. The paper also describes the spectacular boom of the Irish housing market and its key drivers from an international perspective.

Building a capable public service is fundamental to postconflict state building. Yet in postconflict settings, short-term pressures often conflict with this longer-term objective. To ensure peace and stabilize fragile coalitions, the imperative for political elites to hand out public jobs and better pay to constituents dominates merit. Donor-financed projects that rely on technical assistants and parallel structures, rather than on government systems, are often the primary vehicle for meeting pressing service delivery needs. What, then, is a workable approach to rebuilding public services postconflict?Paths between Peace and Public Service seeks to answer this question by comparing public service reform trajectories in five countries—Afghanistan, Liberia, Sierra Leone, South Sudan, and Timor-Leste—in the aftermath of conflict. The study seeks to explain these countries’ different trajectories through process tracing and structured, focused methods of comparative analysis. To reconstruct reform trajectories, the report draws on more than 200 interviews conducted with government officials and other stakeholders, as well as administrative data. The study analyzes how reform trajectories are influenced by elite bargains and highlights their path dependency, shaped by preconflict legacies and the specifics of the conflict period. As the first systematic study on postconflict public service reforms, it identifies lessons for the future engagement of development partners in building public services.“Rebuilding the bureaucracy is possibly the most underappreciated policy and research question in fragile states today. This is one of the most politically astute and thoughtful books I’ve read on postconflict policy making of any kind.”—Christopher Blattman, Ramalee E. Pearson Professor of Global Conflict Studies, Pearson Institute for the Study and Resolution of Global Conflicts, Harris Public Policy, University of Chicago “Rebuilding states after conflict is the greatest challenge in development today. And yet we know precious little about the actual experience of countries that have tried to rebuild their civil service and restore public services. This is a monumental study based on extensive empirical data and field-based research across multiple cases that actually opens up the black box of state building in conflict-affected countries. It should be required reading for anyone who takes on this extraordinary challenge.”—Joel S. Hellman, Dean, Edmund A. Walsh School of Foreign Service, Georgetown University“There isn’t a more pressing problem in international development than formulating practical strategies for building institutions in fragile states. This book is a remarkable distillation of the frontline experiences of the World Bank in tackling this task. Finally, we have the basis for an empirically grounded assessment of what works and why. Unputdownable.”—James Robinson, Reverend Dr. Richard L. Pearson Professor of Global Conflict and University Professor; Institute Director, Pearson Institute for the Study and Resolution of Global Conflicts, Harris Public Policy, University of Chicago

After a quarter of a century of implementation of New Public Management (NPM) reform strategies, this book assesses the major real outcomes of these reforms on states and public sectors, at both the organisational level and a more political level. Unlike most previous accounts of reform, this book looks at how reform has changed the role of the public administration in democratic governance. Featuring case studies on the UK, Germany, France, Norway, Ireland, Switzerland, Scandinavia, Post communist states, Mexico, South Korea, Turkey and the European Commission, and focusing on two issues this book: Examines the significant variations in the "trajectories" of administrative reform among West European countries on the basis of empirically rooted research on different national case studies. Assesses the extent to which these "constitutive" public policies have affected the institutions of government and the governing processes of our democratic occidental states and ask how have NPM-inspired programs, with their exclusive focus on managerialist objectives and instruments, challenged the political and democratic nature of public administration? Looking at the broader issues relating to the current recompositions of democratic states, this book will be of interest to students and scholars of all matters relating to public administration and governance within political science, management, public law, sociology, contemporary history, and cultural studies.
