Buku bunga rampai ini merupakan hasil kajian Tim Otonomi Daerah Pusat Penelitian Politik (P2P) LIPI yang dilakukan selama tahun 2017. Kajian yang berjudul Dinamika Pengawasan Dana Otonomi Khusus dan Istimewa merupakan kelanjutan dari kajian sebelumnya (2016), yaitu Politik Pengelolaan Dana Otonomi Khusus dan Istimewa. Hasil kajian tahun 2017 menunjukkan bahwa aspek pengawasan menjadi poin penting dalam pengelolaan dana otonomi khusus (otsus) dan istimewa. Pelaksanaan pengawasan yang berlangsung di Aceh, Papua, dan Daerah Istimewa Yogyakarta (DIY) cenderung kurang efektif. Ketiga daerah tersebut meskipun telah mendapatkan dana otsus dan istimewa, realitasnya pengawasan yang dilakukan oleh lembaga-lembaga pengawas yang ada baik di pusat, di daerah maupun oleh civil society belum signifikan. Hal ini disebabkan oleh beberapa hal krusial, yaitu pertama, faktor kapasitas kelembagaan, terutama pemerintah pusat sebagai pihak pengawas masih lemah; kedua, instrument pengendalian yang mengatur soal pengawasan pemerintah pusat terhadap pemerintah daerah masih belum jelas; ketiga kuatnya kepentingan politik elite, baik pusat maupun daerah; dan keempat aspek lokalitas yang berlaku di daerah otsus dan istimewa turut pula mempengaruhi kualitas dan dinamika pengawasan yang terjadi. Melalui buku bunga rampai ini, penting untuk mengkaji secara mendalam mengenai pengawasan dana otsus dan istimewa mengingat pengawasan yang berlaku sejak dana otsus digelontorkan sampai saat ini masih bersifat pemeriksaan bukan pengawasan. Pemeriksaan dilakukan lebih kepada pemeriksaan teknis bukan substansi. Padahal, pemeriksaan dan pengawasan yang substansial yang mengacu pada master plan dana otsus dan istimewa sangat diperlukan. Ini penting mengingat dana otsus Papua tidak lama lagi akan berakhir dan demikian pula dengan dana otsus Aceh. Sementara itu, untuk dana istimewa DIY meskipun baru beberapa tahun dilaksanakan, tetap memerlukan pengawasan yang efektif. Kajian dalam buku ini merupakan hasil studi kualitatif yang dilakukan melalui penelitian lapangan, Focus Group Discussion (FG), dan studi literatur. Buku bunga rampai ini diharapkan dapat memberikan masukan bagi stakehiolders terkait seperti Pemerintah Pusat, Pemerintah Daerah dan lembaga-lembaga pengawas sehingga percepatan efektivitas pengelolaan dana otsus dan istimewa bisa segera terwujud dan bisa berdampak positif terhadap pembangunan pada umumnya dan kesejahteraan masyarakat lokal pada khususnya

The Papuan conflict has been on the international radar screen since Indonesia became an independent state in 1945. Since the surrender of the territory of Papua to Indonesia in 1962, a low-intensity military conflict has been building. Most Papuans believed that their right to self-determination was sacrificed on the altar of geopolitics. Later, when East Timor seceded peacefully from Indonesia, Papuans expected the same right. When this did not happen, the conflict intensified. In this pivotal work, Bilveer Singh examines the history of the Papuan struggle, and approaches to conflict resolution through the framework of its geopolitical implications. Asserting that the Papuans were treated unjustly by Indonesia and the international community, it is not surprising that many have come down squarely on the side of Papuan independence as a way out of the imbroglio. While to some extent the Papuan's case cannot be denied, definite political and strategic realities should not be ignored. Unfortunately for the Papuans, their territory has immense geopolitical, geostrategic, and economic significance--not only for Indonesia, but also for others such as the United States, China, Australia, and a number of European countries. Papua is wealthy, under-populated and backward in terms of human resource development. Its future as a distinct entity is in real danger as the Papuans are becoming the minority in their own homeland. Due to the asymmetry of power, the Papuans' struggle has not made a breakthrough that would force Indonesia to rethink the future of the territory in any fundamental way. In order to unravel the dynamics involving Papuan separatism, this study describes the Papuan political landscape. Singh explains what makes Papua unique, and how its makeup has affected the territory's political dynamics. He analyzes the emergence of Papua as a geopolitical trophy, calling into question the degree to which Papuan nationalism has crystallized. Finally, he questions whether Papua is emerging as a regional flashpoint, and, in view of its geopolitical importance, the various options available. The conventional understanding of Japanese wartime ideology has for years been summed up by just a few words: anti-modern, spiritualist, and irrational. Yet such a cut-and-dried picture is not at all reflective of the principles that guided national policy from 1931–1945. Challenging the status quo, Constructing East Asia examines how Japanese intellectuals, bureaucrats, and engineers used technology as a system of power and mobilization—what historian Aaron Moore terms a "technological imaginary"—to rally people in Japan and its expanding empire. By analyzing how these different actors defined technology in public discourse, national policies, and large-scale infrastructure projects, Moore reveals wartime elites as far more calculated in thought and action than previous scholarship allows. Moreover, Moore positions the wartime origins of technology deployment as an essential part of the country's national policy and identity, upending another predominant narrative—namely, that technology did not play a modernizing role in Japan until the "economic miracle" of the postwar years.
