In early 2009, thousands of ethnic Rohingya Muslims from Burma and Bangladesh made perilous journeys by sea to southern Thailand and Indonesia. Scores are feared to have died as a result of Thailand's "push-back" policy: towing Rohingyas back out to sea to deter further arrivals. This report examines the causes of the exodus of Rohingya people from Burma and Bangladesh and their treatment once in flight. Repression and human rights violations continue against the Rohingya inside Burma, exacerbated by a draconian citizenship law that renders them stateless. Decades of mistreatment have pushed many to flee to neighboring Bangladesh. From there, many pay to be smuggled to Malaysia via other Southeast Asian countries. Because they lack official papers, they live in fear of arrest and possible repatriation to Burma.

Some social issues and practices have become dangerous areas for academics to research and write about. ‘Academic freedom’ is increasingly constrained, not just by long established ‘normal’ factors (territoriality, power differentials, competition, protectionism), but also by the increased significance of social media and the rise of identity politics (and activists who treat work which challenges their world view as abusive hate-speech). So extreme are these pressures that some institutions and even statutory bodies now adopt policies and practices which contravene relevant regulations and laws. This book seeks to draw attention to the limiting and damaging effects of academic ‘gagging’. The book, drawn from a special edition of Societies, offers an eclectic series of international articles which may annoy some people. The book challenges taken for granted mainstream assumptions and practices in a number of areas, including gender mainstreaming, social work education, child sexual abuse, the ethnic disaggregation of population groups, fatherhood and masculinity, the erosion of democratic legitimacy, the trap of victimhood and vulnerability, employment practices in universities, and the challenges presented by the widespread and deliberate suppression of scholarship and research. A Sacred Duty sets out the Kingdom's policy toward the global issue of migrants and refugees, with special emphasis directed toward Muslim societies. Discussion focuses on refugee communities currently living in Saudi Arabia, some of which migrated due to war, forced displacement, environmental catastrophe, and economic hardship. Some migrants have come from bordering countries such as Iraq and Yemen; others reached the Arabian Peninsula from Africa and Asia. All have been welcomed and cared for, though settlement conditions, repatriation and deportation circumstances were not always ideal. Inevitably, and mirroring experience elsewhere in the world, there are undeniable gulfs between policies and practices. Policy shortcomings are measured against the substantive assistance planks that Riyadh espouses, including providing financial aid to refugees in third countries, over and above United Nations appeals. These acts are done without prejudice and mostly without publicity. Aid to the needy is justified by religious obligations, as well as on humanitarian grounds. Saudi Arabia's aid contributions have generally been either overlooked or dismissed, and the religious foundations of their commitment to displaced populations has been negatively contrasted against human-rights based commitments espoused by Western states and institutions. Sa'udi Policies Towards Migrants and Refugees addresses these concerns, filling a key gap in the literature on a vital policy topic. The book refutes notions that the country discourages open research on sensitive topics and further dispels the prejudiced idea of a society closed to any kind of external influence. Saudi Arabia's granting of hospitality to refugees reinforces historic, tribal and universal norms in contrast to misplaced notions of hostility toward Western standards, which in the case of migrants and refugees has seen the application of confused and alarming standards of behaviour by a plethora of Western states.
