As the most comprehensive edited volume to be published on perpetrators and perpetration of mass violence, the volume sets a new agenda for perpetrator research by bringing together contributions from such diverse disciplines as political science, sociology, social psychology, history, anthropology and gender studies, allowing for a truly interdisciplinary discussion of the phenomenon of perpetration. Why do people participate in genocide? The Complexity of Evil responds to this fundamental question by drawing on political science, sociology, criminology, anthropology, social psychology, and history to develop a model which can explain perpetration across various different cases. Focusing in particular on the Holocaust, the 1994 genocide against the Tutsi in Rwanda, and the Khmer Rouge genocide in Cambodia, The Complexity of Evil model draws on, systematically sorts, and causally orders a wealth of scholarly literature and supplements it with original field research data from interviews with former members of the Khmer Rouge. The model is systematic and abstract, as well as empirically grounded, providing a tool for understanding the micro-foundations of various cases of genocide. Perpetrators of mass violence are commonly regarded as evil. Their violent nature is believed to make them commit heinous crimes as members of state agencies, insurgencies, terrorist organizations, or racist and supremacist groups. Upon close examination, however, perpetrators are contradictory human beings who often lead unsettlingly ordinary and uneventful lives. Drawing on decades of on-the-ground research with perpetrators of genocide, mass violence, and enforced disappearances in Cambodia and Argentina, Antonius Robben and Alex Hinton explore how researchers go about not just interviewing and writing about perpetrators, but also processing their own emotions and considering how the personal and interpersonal impact of this sort of research informs the texts that emerge from them. Set adjacent to "victims" and "bystanders," "perpetrators" are by no means marginalized figures in human rights scholarship. Nevertheless, the extent to which the perpetrator is not only socially imagined but also sociologically constructed remains a central concern in studies of state-authorized mass violence. This interdisciplinary collection of essays builds upon such work by strategically interrogating the terms through which such a figure is read via law, society, and culture. Of particular concern to the contributors to this volume are the ways in which notions of "violation" and "culpability" are mediated through less direct, convoluted frames of corporatization, globalization, militarized humanitarianism, post-conflict truth and justice processes, and postcoloniality. The chapters variously give scrutiny to historical memory (who can voice it, when and in what registers), question legalism’s dominance within human rights, and analyse the story-telling values invested in the figure of the perpetrator. Against the common tendency to view perpetrators as either monsters or puppets — driven by evil or controlled by others — the chapters in this book are united by the themes of truth’s contingency and complex imaginings of perpetrators. Even as the truth that emerges from perpetrator testimony may depend on who is listening, with what attitude and in what institutional context, the book’s chapters also affirm that listening to perpetrators may be every bit as productive of human rights insights as it has been to listen to survivors and witnesses. Individuals can assume—and be assigned—multiple roles throughout a conflict: perpetrators can be victims, and vice versa; heroes can be reassessed as complicit and compromised. However, accepting this more accurate representation of the narrativized identities of violence presents a conundrum for accountability and justice mechanisms premised on clear roles. This book considers these complex, sometimes overlapping roles, as people respond to mass violence in various contexts, from international tribunals to NGO-based social movements. Bringing the literature on perpetration in conversation with the more recent field of victim studies, it suggests a new, more effective, and reflexive approach to engagement in post-conflict contexts. Long-term positive peace requires understanding the narrative dynamics within and between groups, demonstrating that the blurring of victim-perpetrator boundaries, and acknowledging their overlapping roles, is a crucial part of peacebuilding processes.
