A major contribution to the field of crime/deviance, this volume by noted criminologist Charles R. Tittle puts forth an integrated theory of deviance—control balance. Its central premise is that the total amount of control people are subjected to, relative to the control they can exercise, will affect the probability and type of their deviant behavior. In developing control balance, Tittle critically reviews other general theories such as anomie, Marxian conflict, social control, differential association/social learning, labelling, and routine activities and offers reasons why those theories are insufficient. Using real-world examples to illustrate his argument, he contends that deviance results from the convergence of four variables, each of which represents an interactive nexus of several inputs, including most prominently a control imbalance. The variables are predisposition, motivation, opportunity, and constraint. Control balance theory also explains six basic types of deviance, ranging from predation, defiance, and submissiveness on one end of a control ratio continuum to exploitation, plunder, and decadence on the other. Tittle conceives of control balance as a continuation, or temporary culmination, of the collective efforts of crime/deviance scholars who have gone before, presenting it as a vehicle for trying to achieve a fully adequate general theory of deviance.

The issue of resettling ex-prisoners and ex-offenders into the community has become an increasingly important one on both sides of the Atlantic. In the USA the former Attorney General Janet Reno identified the issue as 'one of the most pressing problems we face as a nation' in view of the massive prison population and the rapid increase in rates of incarceration, while in the UK it has become an increasingly important issue for similar reasons, and the subject of recent reports by HM Inspectorate of Prisons and HM Inspectorate of Probation, as well as from the Social Exclusion Unit of the Home Office. Yet this issue has not been well served by the criminological literature, and the new policies and programmes that have been set up to address the problem have not been well grounded in criminological thinking. This book seeks to address the important set of issues involved by bringing together the best of recent thinking and research into desistance from crime, drawing upon research in both the UK and the USA, and with a distinct focus on how this might impact upon the design and implementation of ex-offender reintegration policy.

In this comparative study, Professor Clinard challenges the often noted correlation between high rates of crime and high levels of urbanization and industrialization by examining the case of Switzerland. He performs a series of tests designed to determine whether Swiss crime rates are indeed remarkably low. His research is based on surveys of crime victimization in Zurich and of Swiss attitudes toward crime, as well as statements about crime by government officials, newspaper reports on crime, and trends in theft insurance rates. Professor Clinard analyzes the characteristics of Swiss society that seem to be responsible for the low incidence of crime.
