When Germany invaded Norway on 9 April 1940, the long lasting bilateral relations changed fundamentally. Immediately, the administration of the ‘Reichskommissariat Norwegen’ responsible for culture and therein music together with the Norwegian puppet regime’s department for culture implemented the adaption to the new, official National Socialist guidelines. The diversity of music in Norway during the occupation is presented in this book by Norwegian and German authors, confronting research on collaboration, persecution, and resistance for the first time as an international endeavour. The different essays illustrate not only examples of exile and persecution and ask for the consequences of Nazi politics on prominent and forgotten fates, but depict how Norwegian artists and their organisations positioned themselves towards collaboration or resistance during and after the war, as well as contrasting it with the impressions of German musicians, both military and civilian, playing in Norway during the occupation. Including Norway into the international discourse on ‘Music and Nazism’, the articles address readers both interested in the German occupation of Norway, and the implications the German administration and its Norwegian counterparts had on the music life.

This anthology of selected, thematic articles is a unique approach to Holocaust Studies because it focuses on the responses to and consequences of Holocaust persecution rather than on the fact of it. After a brief overview of the Holocaust itself, the book is divided into two sections, “Responses to Holocaust Persecution” and “Consequences of Holocaust Persecution.” Each section of the book begins with a scholarly essay by an internationally recognized scholar. Robert Satloff, Executive Director of the Washington Institute for Near East Policy and author of Among the Righteous: Lost Stories of the Holocaust’s Long Reach Into Arab Lands, contributes a scholarly essay to the Responses section of this volume called “Countering Holocaust Denial in the Middle East: A New Approach.” Satloff maintains that Holocaust denial in Arab regions may be more effectively countered if recognition is given to Arabs who helped Jews during the Holocaust and if the fate of Jews in Arab lands, particularly during World War II, is given a more thorough consideration. Two additional essays in this segment of the book focus on Arab or Muslim reactions to the Holocaust. In addition, the Responses section includes articles concerning both collaboration with the German occupiers and Jewish rescue of Jewish victims, as well as essays that discuss political and personal responses to Nazi persecution. Gerhard L. Weinberg, author of the magnum opus A World at Arms: A Global History of World War II, is generally considered to be the world’s most important authority on the Second World War. He contributes the primary article in the Consequences section of this volume, “The Holocaust and the Nuremberg Trials.” His essay argues that the evidence presented at the Nuremberg tribunal as well as the legal principles established at Nuremberg, have set important precedents in international law that also influence the course of contemporary politics as well as both Holocaust and genocide studies. The Fragility of Law examines the ways in which, during the Second World War, the Belgian government and judicial structure became implicated in the identification, exclusion and killing of its Jewish residents, and in the theft - through Aryanization - of Jewish property. David Fraser demonstrates how a series of political and legal compromises meant that the infrastructure for antisemitic persecutions and ultimately the deaths of thousands of Belgian Jews was Belgian. Based on extensive archival research in Belgium, France, the United States and Israel, The Fragility of Law offers the first detailed exploration in English of this intriguing and virtually unexplored episode of Holocaust history. Belgian legal officials did not hesitate to invoke the provisions of international law found in the Hague Convention and those guarantees of individual freedom found in the national Constitution to oppose the demands of the German Occupying Authority. However, they remained largely silent when anti-Jewish persecution was at stake. Indeed, despite the 2007 official report of expert historians on Belgian state collaboration in the persecution of the country’s Jewish population, the mythology of "passive collaboration" which has dominated Belgian historiography and accounts of the Holocaust in that country, must be radically rethought.

Such petitioning took on particular significance in modern dictatorships, often as the only tool left for voicing political opposition. During the Holocaust, tens of thousands of European Jews turned to individual and collective petitions in the face of state-sponsored violence. This volume offers the first extensive analysis of petitions authored by Jews in nations ruled by the Nazis and their allies. It demonstrates their underappreciated value as a historical source and reveals the many attempts of European Jews to resist intensifying persecution and actively struggle for survival.
