Persistence in poverty is often associated with "neighborhood effects". These effects create poverty traps that do not help lagging areas move forward on a path of sustained economic development. In the regions of a country can also operate this type of mechanism. This is one of the reasons why the territorial inequalities become persistent, becoming a perverse equilibrium. Colombia's regional inequalities have remained and lately have become persistent. This is evident in the correlation that exists in the distribution of the rates of unmet basic needs (NBI) in the censuses of 1973, 1985, 1993 and 2005. There is a high correlation between these indexes of NBI when comparing censuses. What is truly surprising is that the high correlation when comparing the results of the censuses carried out 20 years ago. Using techniques of spatial Econometrics this paper provides evidence about the persistence in poverty, not just through the temporal dimension, but the spatial one or regional. One of the results of this study is that the spatial correlations between the conditions of poverty of a municipality in recent years with its surroundings in recent times, are high and significant. This can be interpreted as evidence for the existence of spatial traps, as there are municipalities that have remained poor and lagging, like their "neighborhoods", over time. The analysis of spatial clusters reveals that high poverty areas are located in the periphery of the country. Los niveles de persistencia en la pobreza a menudo están asociados a los “efectos de vecindario”. Estos efectos crean trampas de pobreza que no le permiten a las zonas rezagadas avanzar hacia una senda de desarrollo económico sostenido. En las regiones de un país también pueden operar este tipo de mecanismos. Esa es una de las razones por las cuales las desigualdades territoriales se vuelven persistentes, convirtiéndose en un equilibrio perverso. En Colombia las desigualdades regionales se han mantenido y se han vuelto persistentes. Ello se evidencia en las correlaciones que existe en la distribución de los índices de NBI en los censos de 1973, 1985, 1993 y 2005. Existe una alta correlación simple entre estos índices de NBI cuando se comparan los censos de manera consecutiva. Lo que realmente sorprende es que la alta correlación existente cuando se comparan los resultados de los censos que se han realizado 20 años atrás. Utilizando técnicas de la econometría espacial se aporta evidencia en torno a la persistencia en la pobreza, no solo a nivel temporal, sino regional. Uno de los resultados a destacar de este estudio es que cuando se efectúan las correlaciones espaciales entre las condiciones de pobreza de una municipalidad en años recientes con las de su entorno en épocas posteriores, se encuentran altas y significativas correlaciones espaciales. Ello puede ser interpretado como evidencia de la existencia de trampas espaciales, pues existen municipios que se han mantenido deprimidos, al igual que sus "vecindarios", a través del tiempo. En el análisis de clusters espaciales se encuentra que los clusters de alta pobreza están localizados en la periferia del país.

The Evolving Geography of Productivity and Employment: Ideas for Inclusive Growth through a Territorial Lens in Latin America and the Caribbean employs a territorial lens to understand the persistently low economic growth rates in Latin America and the Caribbean (LAC). Using new data and methods, it shows that deindustrialization, distance, and divisions offer intertwined explanations for an urban productivity paradox in the LAC region: its highly dense cities should be among the world’s most productive, yet they are not. LAC cities have been held back by lack of dynamism, poor connectivity, and divisions into disconnected poor and affluent neighborhoods. Deindustrialization has shifted urban employment, especially in the largest LAC cities, away from manufacturing and toward less dynamic, low-productivity nontradable activities, such as retail trade and personal and other services, that profit less from agglomeration, especially in highly congested cities. Although employment in urban tradable services has risen, the increase has not been strong enough to offset the decline in manufacturing employment. Meanwhile, intercity connectivity issues have undermined the performance of the region’s network of cities by restricting market access and firms’ ability to benefit from specialization in smaller cities. Within cities, poor connectivity and residential labor market segregation have limited the gains from agglomeration to neighborhoods in central business districts where formal firms operate. Informality has persisted in low-income neighborhoods, where residents face multiple deprivations. By contrast, many agricultural and mining areas have benefited from the strong demand for commodities by China and other fast-growing economies, particularly during the Golden Decade (2003†“13), leading to a decline in territorial inequality in most countries in the region. The report concludes that to encourage inclusive growth, countries must more efficiently transform natural wealth into human capital, infrastructure, and institutions and improve the competitiveness of the urban economy. It then sketches out the contours of such a development strategy, identifying policy priorities at the national, regional, and local levels.
