Joint Force commanders, military services and governmental agencies recently stated an operational requirement for a persistent intelligence, surveillance, and reconnaissance (ISR) capability. The need for persistence implies a need to detect, identify, and characterize change in a target status anywhere, anytime, in any weather, with increasingly higher levels of fidelity. Persistent ISR is the ability to do this with sufficient timeliness and precision to achieve the Joint Force Commander (JFC) objectives. The Global War on Terror (GWOT) multitude of threats demands an ISR capability with the persistence to find, fix, and track single individuals in a crowd; locate camouflaged, concealed, or mobile weapons of mass destruction (WMDs); and monitor any area on the globe sufficiently enough that meaningful changes can be detected and correctly interpreted in near-real-time. The persistent ISR capability would provide combatant commanders with assured and continued observational access to the multitude of elusive adversaries operating in their area of responsibility. However, is the realization of persistence currently achievable in the Department of Defense (DoD)? Insufficient intelligence collection platforms coupled with convoluted command and control responsibilities currently limit the Department capability to achieve persistence in the near term.

This thesis analyzes the intelligence collection and dissemination in urban environments at the maneuver battalion. The methodology attempts to assess the organic intelligence assets and capabilities within a maneuver battalion, the training of the maneuver battalion officers on the employment of intelligence assets, and the availability of doctrinal literature about urban operations. The war in Iraq presents the Army with an operational environment that is unfamiliar to a force that has trained for conventional warfare in open terrain. The commanders, especially at battalion level and below, need an efficient and effective intelligence system. The focus of the research will be on the shortcomings and solutions for the intelligence systems supporting operations at the tactical level. The FM 3-0, Operations, dated February 2008, is the capstone doctrine for the U.S. Army for the current operations in Iraq and Afghanistan and for future prolonged conflicts as an expeditionary force. Discussion among the maneuver and intelligence communities on how to improve the intelligence collection and dissemination in urban environments is worthy of research. The historic perspective of the urban environment complexities and their military significance provide lessons learned on how military intelligence plays an important role in successful operations in such terrain.

The Department of Defense's (DOD) intelligence, surveillance, and reconnaissance (ISR) capabilities-such as satellites and unmanned aircraft systems-are crucial to military operations, and demand for ISR capabilities has increased. For example, DOD plans to invest $28 billion over the next 7 years in 20 airborne ISR systems alone. Congress directed DOD to fully integrate its ISR capabilities, also known as the ISR enterprise, as it works to meet current and future ISR needs. GAO was asked to (1) describe the challenges, if any, that DOD faces in integrating its ISR enterprise, (2) assess DOD's management approach for improving integration of its future ISR investments, and (3) evaluate the extent to which DOD has implemented key activities to ensure proposed new ISR capabilities fill gaps, are not duplicative, and use a joint approach to meeting warfighters' needs. GAO assessed DOD's integration initiatives and 19 proposals for new ISR capabilities. We supplemented this analysis with discussions with DOD officials.
