To evaluate the nation¿s progress on personal preparedness, FEMA conducted national household surveys to measure the public¿s knowledge, attitudes, and behaviors relative to preparing for a range of hazards. This report is a summary of those findings.

In 2012, the Nation experienced wildfires in Colorado, tropical storms affecting Florida and the Gulf Coast, earthquakes in California and Alaska, and Hurricane Sandy devastating the East Coast. These disasters highlight the risks facing all Americans and underscore the importance of emergency preparedness for all citizens, regardless of geographic location or sociodemographic status. It is important that citizens recognize their risks and understand the proper actions to take during a disaster. Citizens must also understand that taking advance actions can improve their ability to successfully navigate the immediate disaster and lessen many of the personal impacts left in the wake of disasters. The Federal Emergency Management Agency (FEMA) and other organizations have sponsored disaster preparedness campaigns to provide the American public with the information they need to get prepared. The need for such campaigns was underscored in Presidential Policy Directive 8: National Preparedness (PPD-8). Signed by President Barack Obama on March 30, 2011, PPD-8 authorizes the Federal Government, and specifically directs the Secretary of Homeland Security to “coordinate a comprehensive campaign to build and sustain national preparedness, including public outreach and community-based and private-sector programs to enhance national resilience.” “Personal Preparedness in America: Findings from the 2012 FEMA National Survey” provides information on the status of the public's knowledge of, attitudes about, and behaviors related to preparing for a range of hazards. The data can be used to improve collaborative planning, outreach, education, and training to engage all Americans so that they become active participants in creating communities and a Nation resilient to disasters. The 2012 FEMA National Survey was conducted to: Provide a snapshot of current personal preparedness behaviors and perceptions regarding the likelihood of a natural disaster occurring in an individual's community; Gauge participation in preparedness drills and exercises as well as familiarity with community emergency response plans; Compare trends in current personal preparedness behaviors to national surveys conducted in 2007, 2009, and 2011; Measure understanding of the protective actions to take during two specific types of disasters—earthquakes and tornadoes; and Measure awareness of preparedness information and the relationship between respondents recalling that they had received preparedness information and taking preparedness actions.

This report provides a summary of the findings from the 2009 Citizen Corps National Survey. The research objectives and survey questions for the Citizen Corps National Survey were developed based on previous research, preparedness modeling, and policy and guidance from the Department of Homeland Security (DHS). In 2003, Citizen Corps conducted a national survey to provide baseline data on individual preparedness for disasters. In 2007, the Citizen Corps National Survey was designed to incorporate additional areas of examination and to refine the questioning, while retaining several specific questions from the 2003 survey to provide trend data. The 2009 Citizen Corps National Survey includes several more small refinements. Comparisons between the findings from the 2003, 2007, and 2009 surveys are noted throughout the report. FEMA's Community Preparedness Division publishes the Citizen Preparedness Review to highlight specific areas of research regarding community preparedness and to summarize research findings from multiple sources. To assess the research landscape on preparedness, Citizen Corps has developed and maintains the Citizen Preparedness Surveys Database of surveys on personal and business preparedness conducted in the United States since September 11, 2001. As of August 2009, the database contains 102 surveys on individual preparedness, 29 surveys on business, and 11 surveys on school preparedness. Analyzing research from this wide variety of sources allows larger preparedness trends and research gaps to be identified. Citizen Preparedness Review Issue 3, Patterns in Current Research and Future Research Opportunities (published summer 2006), made several recommendations for future research that were taken into consideration in the development of the Citizen Corps National Survey implemented in 2007 and 2009. These recommendations included: More fully explore participants' knowledge of the correct preparedness measures and appropriate responses for different types of hazards; Investigate a more comprehensive range of knowledge, supplies, and skills related to disaster preparedness, such as knowledge of warning systems, evacuation routes, and training for specific skills; More fully explore motivational barriers to preparedness, such as the degree of uncertainty about ability to perform recommended measures or perceptions that recommended measures will not make a difference in disaster situations; Investigate demographic and contextual characteristics as they relate to preparedness including: prior experience with disasters, disability/ability factors, and community engagement; Examine individuals' preparedness in multiple locations in addition to their homes, such as the school, workplace, and community. An important finding from the Citizen Preparedness Surveys Database is that perceived preparedness can be very different from the specific preparedness measures taken. In nearly all cases, these surveys substantiate that the proportion of those who have taken appropriate preparedness measures is much lower than those that indicate that they are prepared.

By preparing their families and property before an event, people can reduce a disaster's impact on them and their need for first responders, esp. in the first 72 hours following a disaster. FEMA developed a national preparedness system (NPS) and included community preparedness programs as part of the NPS. These programs include the Citizen Corps program and its partner programs, such as Fire Corps, and rely on volunteers to assist first responders in local communities. This testimony discusses: (1) challenges FEMA faces in measuring the performance of Citizen Corps and the Ready Campaign: and (2) actions FEMA has taken to develop a strategy to encompass how Citizen Corps and the Ready Campaign operate within the context of the NPS.

The Federal Government's model of Tiered Response for disasters assumes that National Guardsmen, when given a no-notice call to respond to an incident, will actually respond. This assumption may be true if the Guardsmen's area was unaffected, but might not be if it was affected. Surveys reveal a moderate level of disaster preparedness for civilians and a slightly higher level of preparedness for emergency responders. Unfortunately, there is no published data on emergency preparedness levels of households of National Guardsmen. This monograph helps fill that gap in the literature. Specifically, it asks and then answers the question: how prepared are National Guardsmen and do they meet, as a collective, FEMA's minimum criteria for preparedness levels? The collected data indicates National Guardsmen in the surveyed population of their respective states are more prepared for disaster than the general public, have comparable rates of preparedness as compared nationally to first responders, but do not meet FEMA's minimum preparedness goals. Contents: Introduction * Part One: Literature Review * Part Two: Methodology * Part Three: Analysis and Comparison of the National Guard Disaster Preparedness Survey (NGDPS) Data * Part Four: Conclusion Multiple agencies, from school districts to businesses to the Federal Emergency Management Agency (FEMA), have studied and surveyed various populations to gather data on the emergency preparedness levels of their designated populations. Their reasons were typically the same: gain an understanding of the group to establish a baseline, compare against trends, or update future contingency plans. However, when reviewing the literature, a gap emerges; there is no data on emergency preparedness levels of National Guardsmen households. This gap is a significant hole in research since the Tiered Response model for Defense Support of Civil Authorities (DSCA) makes a considerable assumption. The assumption is National Guardsmen, when given a no-notice call for service to respond to an incident, will actually respond. This assumption may be true if the Guardsmen's area was unaffected, but may not hold true if they were. Surveys of first responders show a moderate level of preparedness and mixed levels of predicted absenteeism if a disaster affects their household personally. Yet, there is no parallel research for National Guardsmen. How prepared are National Guardsmen households for disaster? The Federal Government plans for events that are small to large in scale exampled by chemical explosions, earthquakes, nuclear detonations, and pandemic flu that cover multi-county, multi-state, or even national geography. It is therefore reasonable to conclude that a future event will, in fact, impact the households of National Guardsmen who at the same time are mobilized to react to that same disaster. By extension, it is necessary to query the level of emergency preparedness of these households and compare this to individuals, first responders, and FEMA goals. This data will prove useful to the National Guard and to the Department of Homeland Security in modifying disaster response planning assumptions.
