This collection of essays provides analysis and commentary on: psychological warfare in the battle against terrorism, PSYOP techniques adopted by different Palestinian groups against Israel and actions that promote the Palestinian cause in the West, Israeli strategies for combating radical Islam, and Jewish perspectives on propaganda in the context of Israel's international image problems. PSYOP -- designed to influence the perceptions and attitudes of individuals, groups and foreign governments -- is still considered confidential by many defence organisations, hence the lack of publications that deal with the topic in a scientific, factual approach. Perspectives of PSYOP is a follow-on volume to the author's Psychological Warfare in the Intifada, adopted in the US Intelligence College as a textbook, and widely reviewed to critical acclaim.

A professional snapshot of the state of the federal government's knowledge of psychological warfare at the end of the Cold War. This document written by the Federal Research Division of the Library of Congress for an unnamed federal agency provides a comprehensive overview of psychological operations (PSYOP) with a specific focus on military applications in the context of the Cold War era (up to November 1989). Key Points: -Definition of PSYOP: The document clarifies the evolving definition of PSYOP, from influencing enemy attitudes in wartime to a broader scope encompassing peacetime activities aimed at shaping emotions, attitudes, and behaviors of foreign groups to achieve political and military objectives. -Historical Context: The paper explores historical examples of PSYOP, highlighting instances like Judith and Holofernes, Ghengis Khan, and the American Revolution, showcasing the enduring value of psychological tactics in warfare. -Soviet PSYOP: The document delves into the Soviet Union's extensive and sophisticated PSYOP machinery, emphasizing their philosophy of constant ideological warfare against the capitalist world. It details the roles of various Soviet agencies like the International Department, Propaganda Department, and the KGB in conducting active measures and disinformation campaigns. -United States PSYOP: The paper examines the US approach to PSYOP, characterized by a historical reluctance towards peacetime PSYOP and a reactive posture. It discusses the challenges faced by the US in countering Soviet propaganda and the need for improved coordination and resources. -Evolving Landscape: The document acknowledges the changing nature of warfare, with the rise of unconventional conflicts and low-intensity conflicts, necessitating a greater emphasis on PSYOP. Strengths of the Document: -Comprehensive Overview: The paper provides a well-structured and informative analysis of PSYOP, covering historical examples, theoretical frameworks, and contemporary applications. -Comparative Approach: The document effectively compares and contrasts the Soviet and US approaches to PSYOP, highlighting their strengths and weaknesses. -Emphasis on Contemporary Challenges: The paper acknowledges the changing nature of warfare and the increasing importance of PSYOP in the context of unconventional and low-intensity conflicts. Potential Limitations: -Dated Information: As the document predates November 1989, it does not consider the significant geopolitical shifts that occurred after the Cold War, such as the collapse of the Soviet Union and the rise of new threats and challenges. -Focus on Military Applications: While the document acknowledges the broader scope of PSYOP, its primary focus remains on military applications, potentially overlooking the growing importance of PSYOP in non-military domains like diplomacy, business, and social movements. Overall, this document offers valuable insights into the theory and practice of PSYOP during the Cold War era. However, it is crucial to consider the limitations of its dated information and recognize the evolving nature of PSYOP in the contemporary world.

Psychological Operations : Principles and Case Studies serves as a fundamental guide to PSYOP philosophy, concepts, principles, issues, and thought for both those new to, and those experienced in, the PSYOP field and PSYOP applications . This book clarifies the value of PSYOP as a cost-effective weapon and incorporates it as a psychological instrument of US military and political power, especially given our present budgetary constraints. It contributes to the understanding of psychological operations by presenting diverse articles that portray the value of the planned use of human actions to influence perceptions, public opinion, attitudes, and behaviors so that PSYOP victories can be achieved in war and in peace. By addressing the breadth and depth of psychological operations thought, this collection of PSYOP articles serves as a valuable knowledge base for those who read it. A major purpose of the book is to pull together those previously published articles under one cover in one volume. Psychological Operations should stimulate your thinking and reinforce the value of PSYOP. The four sections classify articles with related themes into a common category. Part I offers an overview of the nature and scope of PSYOP and serves as an introduction to the overall nature, historical background, concepts, and principles of psychological operations. These independent articles, which reflect the broad scope of historical development and thought about PSYOP, are intended to be a foundation for understanding the basic nature and key elements of PSYOP. Part II follows with issues and influences related to developing effective US strategy, doctrine, and structure for conducting psychological and political warfare. The focus is on those psychological issues and roles that have been recurrent as our national policy, objectives, and strategy have been formulated and implemented. They explain historical and contemporary elements of the national policy process and the framework within which national PSYOP policy is formulated, administered, and implemented. Part III deals with the objectives and activities of strategic, tactical, operational, and other types of PSYOP. All forms of PSYOP should primarily support the attainment of national policy and objectives . They conclude that the key to all US PSYOP is credibility of the message as defined by the influencing or changing of perceptions, attitudes, and behaviors through utilization of words and actions . In Part IV case studies are used to present and clarify PSYOP goals, roles, and methods. One of the editors of this book condenses and analyzes (1) US and Vietcong PSYOP in the Vietnam War and (2) the Iraqi propaganda network. The other writers examine tactical and consolidation PSYOP activities in Operations Just Cause and Promote Liberty in Panama . They address (1) our national antidrug policy and its relationship to the role of military psychological operations and (2) the importance of the political-psychological dimensions of conflict and insurgency.Military psychological operations (PSYOP) attempts to alter the behavior of people in enemy-controlled territory. These are planned operations to convey selected information and indicators to foreign audiences to influence their emotions, motives, objective reasoning, and ultimately the behavior of foreign governments, organizations, groups, and individuals. The purpose of psychological operations is to induce or reinforce foreign attitudes and behavior favorable to the originator's objectives. Military and civilian agencies conducted Psychological Operations on an unprecedented scale during the Vietnam War. Emphasis on PSYOP from MACV and the U.S. Mission resulted in the creation of an interagency organization providing direction to the overall PSYOP effort. The military PSYOP force supporting MACV underwent a series of organizational changes over seven years as the force struggled to meet ever-increasing demands, but never reached their full potential in Vietnam. Difficulties in measuring effectiveness combined with a lack of understanding of PSYOP techniques and capabilities more often than not resulted in the relegation of PSYOP to supporting “sideshow” status rather than the full integration into supported unit planning necessary for success. However, the evolution of the PSYOP force and reports from participants provide numerous lessons learned applicable to current operations under the aegis of the Global war on Terrorism.
