Until the early to mid-1970s, social scientists in the fields of population and development were largely going their own ways. Demographers relied almost exclusively on demographic transition theory as their para digm for understanding the role of development in population change and fertility decline. Conversely, most development economists and other specialists were certainly aware of the constraints placed upon development objectives by population growth. However, the main de velopment theories paid little attention to population and the implica tions of population growth for development. Indeed it was not until after the World Population Conference in Bucharest in 1974 that the interaction of population and development became a serious and pur posive theme for social scientific study. Accordingly, since about the mid-1970s, an extensive literature in the field of population and develop ment has been generated. And in 1975, under the auspices of The Popu lation Council, the journal Population and Development Review was found ed, a journal which in the past decade has developed into the premier publication in the world for work in this area. But our understanding of development as it refers to change in Third World countries remained fragmented. Moreover, our understanding of the linkages and interac tions between population and development was very limited. It is in this regard that Ozzie Simmons's Perspectives on Development and Population Growth in the Third World will certainly have an impact.

Even in impoverished countries lacking material and human resources, P. T. Bauer argues, economic growth is possible under the right conditions. These include a certain amount of thrift and enterprise among the people, social mores and traditions which sustain them, and a firm but limited government which permits market forces to work. Challenging many views about development that are widely held, Bauer takes on squarely the notion that egalitarianism is an appropriate goal. He goes on to argue that the population explosion of less-developed countries has on the whole been a voluntary phenomenon and that each new generation has lived better than its forebears. He also critically examines the notion that the policies and practices of Western nations have been responsible for third world poverty. In a major chapter, he reviews the rationalizations for foreign aid and finds them weak; while in another he shows that powerful political clienteles have developed in the Western nations supporting the foreign aid process and probably benefiting more from it than the alleged recipients. Another chapter explores the link between the issue of Special Drawing Rights by the International Monetary Fund on the one hand and the aid process on the other. Throughout the book, Bauer carefully examines the evidence and the light it throws on the propositions of development. Although the results of his analysis contradict the conventional wisdom of development economics, anyone who is seriously concerned with the subject must take them into account.

Sustainable Human Development in the Twenty-First Century is a component of Encyclopedia of Human Resources Policy, Development and Management in the global Encyclopedia of Life Support Systems (EOLSS), which is an integrated compendium of twenty Encyclopedias. The volume of Human Development examines the state and nature of human development and identifies factors that determine its promotion for the twenty-first century. In the sphere of political economy, they are expected to have the opportunity to participate in governance decisions that affect their lives and the community in which they live; and to have the potential to earn sufficient income to supply themselves with adequate nutrition, shelter, and other material and aesthetic needs. Furthermore, people are expected to maintain a sustainable environment and equitable social contracts across space and generations, especially in the context of the evolving global governance. The volume of “Sustainable Human Development in the Twenty-First Century” is divided into five topics which are then expanded into multiple subtopics, each as a chapter presented in two volumes. The first is “Major issues in Human Development” and provides an over view of the Topic with emphasis on the sociological foundation of human development. The second Topic, “Diversity and Historical Processes” reviews the historical and technological processes which have led to the present state of human diversity and differentiation. The third Topic, “Causes of Global Change” focuses on whether it is possible in the present global environment to enlarge people's capabilities so that economic progress may be translated into a multidimensional human happiness.
