Pengelolaan sektor hulu migas di negara penghasil migas terus mengalami perubahan seiring dengan perkembangan industri hulu migas Selain itu, migas sebagai sumber daya strategis pengelolaannya dipengaruhi oleh politik hukum pemerintah yang tengah berkuasa karena berkaitan erat dengan peningkatan kesejahteraan rakyat dan kedaulatan energi sebuah bangsa Hal inilah yang menjadikan kebijakan pengelolaan sektor hulu migas mengalami perubahan dalam hal regulasi dan institusi/Lembaga pengelola migas Melalui buku ini, Penulis menjelaskan perkembangan pengelolaan hulu migas di lima negara yakni Venezuela, Arab Saudi, Malaysia, Rusia dan Norwegia Venezuela sebagai bagian dari lima besar negara penghasil migas terbesar di dunia merupakan negara Republik dengan puluhan partai politik di tingkat nasional dan regional Hampir sama dengan Indonesia industri migas di Venezuela sudah dimulai sejak ratusan tahun silam, tepatnya pada tahun 1914 Arab Saudi yang merupakan sebuah negara monarki dengan potensi migas lima besar dunia Industry migas modern di Arab Saudi dimulai sejak 1938 dan berkembang sangat pesat karena besarnya angka produksi Malaysia sebenarnya sudah mengembangkan industri migas sejak 1910 tetapi pengelolaannya dilakukan oleh perusahaan migas asing Negara baru mengelola secara langsung industri migas pasca kemerdekaan di tahun 1960anNorwegia merupakan negara yang tergolong paling ‘muda’ dalam kegiatan pengelolaan migas mengingat pengembangan industri migas baru dilakukan pada tahun 1970an Hingga saat ini secara konsisten Norwegia menggunakan skema konsesi dalam pengelolaan migas dengan hak penguasaan migas tetap berada di tangan negara Deskripsi mengenai perkembangan pengelolaan migas di negara-negara tersebut dilengkapi analisis menggunakan teori negara kesejahteraan, utilitarian dan New Institutional Economics (NIE) Selain itu, analisis juga dilakukan dengan membandingkan pengelolaan hulu migas di Indonesia sehingga dapat memberikan masukan bagi kemajuan sektor hulu migas nasional.
