Cet ouvrage se propose d'étudier le croisement de la trajectoire de l'Etat mauritanien avec celle d'un groupe peul (les Fulaa'be). Resté historiquement en marge des centralisations politiques grâce au nomadisme et au pastoralisme, ce groupe a été intégré à l'Etat en subissant ses évolutions tourmentées. Reposant sur une analyse ethnographique, le livre retrace les différentes formes de marginalité endurées par les Fulaa'be, de l'époque coloniale jusqu'aux récentes tentatives de " démocratisation ", en passant par les exactions de 1989. Face à ces processus d'exclusion, ils ont su transformer les " marges " dans lesquelles ils ont été relégués en interstices de pouvoir et de liberté, où se mettent en place leurs tactiques et stratégies pour la reconnaissance, la participation politique et l'accès aux ressources. S'appuyant sur les expériences et les narrations des Mauritaniens rencontrés pendant une recherche de terrain entre Nouakchott et la " brousse ", cet ouvrage revient sur les questions cruciales de gouvernance, d'autochtonie, de démocratie locale et de décentralisation. Plus généralement, il apporte une contribution au débat sur la citoyenneté en Mauritanie, tout particulièrement avec le cas, aussi méconnu que révélateur, des réfugiés et des rapatriés mauritaniens du Mali. A travers une démarche qui part des " marges " pour mieux comprendre le " centre ", cette recherche s'inscrit dans les approches récentes de l'anthropologie de l'Etat en Afrique et participe au débat postcolonial sur les concepts d'hégémonie et de subalternité.

To what extent can Islam be localized in an increasingly interconnected world?
