The Survey of Employment, Payrolls and Hours (SEPH) is undergoing a major redesign to make more extensive use of administrative data in order to improve estimates, reduce respondent burden and decrease costs. The redesign is to be implemented in three stages. In stage I, administrative data were used only for the smaller costs, in a nested two-phase sample design. In stage II, the use of auxiliary data is extended to some larger units and the sample design is changed to a non-nested independent two-phase sample design. Administrative data will be used for all units in the final phase. This paper describes the methodology used to implement.
