Conflict on the borders of the Russian 'Empire', whatever the complexion of the government controlling it, has been a constant feature of the past 90 years, most recently with Russia's brief war with Georgia in August 2008. In 1919, as the smaller nations on Russia's borders sought self-determination while the Civil War raged between the Whites and the Bolsheviks, the Paris Peace Conference struggled with a situation complicated by mutually exclusive aims. The Baltic States of Latvia, Lithuania and Estonia were seen by both the Russians and the Western Allies as a protective buffer for their own territory, which led to the curious situation that the Peace Conference requested German troops to remain temporarily in the Baltic territory they had occupied during the First World War to block the westward spread of the Bolshevik Revolution. The ongoing civil war in Russia further complicated the issue, because if the Whites should win and restore the 'legitimate' Russian government, the Peace Conference could not divide up the territory of a power that had been one of the original members of the Entente. The US politician Herbert Hoover described Russia as 'Banquo's ghost' at the Paris Peace Conference, an invisible but influential presence, and nowhere can this be more clearly seen than in the deliberations over the Baltic States.

This final volume in the Paris Peace Conference series will evaluate the immediate and later effects of the last great peace gathering which sought to settle the world's affairs at a stroke - something that was not attempted after either the Second World War or the Cold War. The Versailles settlement has not enjoyed a great reputation. It has been blamed for causing a second major conflict within a generation, thus apparently fulfilling Marshal Foch's gloomy prediction that "This is not a peace, it is an armistice for twenty years." More recently commentators have suggested that the post-1989 ethnic disturbances in the Balkans and on the fringes of the former Soviet Union are "the old chickens of Versailles coming home to roost." The contemporary world still struggles to come to terms with the implications of President Woodrow Wilson's troublesome principle of national self-determination, and remains embroiled in the ambiguities and complexities of the Middle East, an area for whose boundaries and problems the Great War and settlement bear significant responsibility. We are also still seeking to realise more effectively some of the nobler ambitions of the peacemakers, expressed in the Covenant of the League of Nations, in their concern for the human rights of minority nationalities left on the wrong side of the new borders that they sanctioned, and in their attempt to extend criminal responsibility for war beyond the operational irregularities of combatants to political and military leaders. Much of today’s international order can be traced to the experimentations with governance that occurred in central Europe immediately after World War I. And though Western governments did not bring about the creation of Poland on their own or determine all of its eventual borders, their attempts to do so left many lingering grudges and made the years immediately following the war a crucial period in Polish and international history. Passion and Restraint examines how British, French, and American foreign policymakers interacted with Poles and the idea of an independent Poland during this period. Western policymakers knew little about Poland in 1914, but by war’s end they were drawing the new country’s borders, sending humanitarian aid, and imposing minority protections. Attitudes regarding national character and emotional restraint were central, intertwined themes in British, French, and American diplomacy during this period of Polish rebirth, and policymakers’ opinions of national character evolved based on personal experiences, political conditions, and dominant understandings of the Polish people in the early twentieth century. Amid these changing attitudes, policymakers emphasized the necessity of Polish emotional restraint. Demonstrating how emotions and stereotypes were integral to diplomatic decision-making, Passion and Restraint brings attention to these often-overlooked historical factors, advancing a new lens for the study of Polish, European, and international history.
