La tercera edición de Piloto de dron (RPAS) está revisada, ampliada y actualizada de acuerdo con el Real Decreto 1036/2017, de 15 de diciembre de 2017, y los últimos apéndices referidos a este y publicados hasta el 28 de septiembre de 2018. Con él se desarrolla y se amplía el marco normativo adoptado inicialmente por el artículo 50 de la Ley 18/2014, a la que sustituye. En este nuevo marco jurídico definitivo, aplicable a la utilización civil de los sistemas de aeronaves pilotadas por control remoto (RPAS), se definen los requisitos mínimos para la operación con este tipo de aeronaves y se establecen las medidas de seguridad necesarias en las operaciones en las que intervengan RPAS, tanto para los propios operadores como para terceros. De este modo, se fijan los requerimientos para el desarrollo de actividades con drones en entornos en los que hasta ahora no era posible hacerlo: sobrevuelo de poblaciones o de reuniones de personas al aire libre, vuelos nocturnos, vuelos dentro de espacio aéreo controlado, etc. Siempre contando con la necesaria realización de un estudio de seguridad de la operación y con la autorización previa de AESA, entre otros requisitos. Así, esta nueva edición incluye: • Una ampliación del capítulo sobre el mantenimiento del sistema RPAS, responsabilidades relativas al mantenimiento y disposiciones específicas para su realización. • Un capítulo adicional con los programas de maniobras definidos por la AESA para la formación práctica del piloto de drones.
