Drawing on the works of Homer and Thucydides and the historical records that have survived from ancient Greece and Rome, Ormerod reconstructs the dangers of coastal living and seafaring and the attempts to protect against the threat of invasion from the seas. Seaborne brigands were greatly feared in the ancient world. Pirates not only preyed on merchant ships and fishing craft in the Mediterranean but also wreaked havoc on coastal townstaking men, women, and children to ransom or sell as slaves; raiding treasures; and exacting tribute from fearful town leaders. Responding to the threat of piracy, the Greeks established their primary cities inland for protection and even in their North African and Sicilian outposts they left coastal land uncultivated. Mariners feared pirate ships around every promontory and sought protection from the navies of such states as Rhodes and Crete. The Romans were beset in the time of their early Republic by "Tyrreanean" pirates based in the south of Italy and during the last years of the Empire by the Cilician pirates of Asia Minor. When one great pirate, Sextus Pompeiius, was finally suppressed, rather than being punished he was charged with ridding the seas of his former followers. His attempts failed. Violence at Sea is an overview of maritime piracy, examining threats that piracy poses to global security and commerce, as well as measures and policies to mitigate the threat. The essays analyze piracy activities in key shipping lanes (including the African coast, the Arabian Sea, the Bay of Bengal, and the Straits of Malacca-South China Sea); piratical groups and their capabilities; case studies on overlaps between piracy, terrorism, and organized crime; legal and policy hurdles to combating piracy; tactical recommendations for combating piracy; and new trends and developments in the area. The counter response to maritime terrorism has been slow in coming, hampered by issues rooted in sovereignty, the laws of the sea, and the inherent challenges of international coordination. Yet given the likelihood that threats posed by piracy will not recede, but rather increase, all actors affected by maritime security will, sooner or later, need to address these challenges.

"Maritime piracy-like civil war, terrorism, and organized crime-is a problem of weak states. Surprisingly, though, pirates do not operate in the least governed areas of weak states. Pirate Lands addresses this puzzle by explaining why some coastal communities experience more pirate attacks in their vicinity than others. Pirates do well in places where elites and law enforcement can be bribed but they also need access to functioning roads, ports, and markets. Using statistical analyses of cross-national and sub-national data on pirate attacks in Indonesia, Nigeria, and Somalia, Daxecker and Prins detail how governance at the state and local level explain the location of maritime piracy. Pirate Lands employs geo-spatial tools to rigorously measure how local political capacity and infrastructure affect maritime piracy. Daxecker and Prins find that pirates operate in areas where local governance is weak enough to incentivize collusion among pirates and local authorities, yet strong enough to ensure that infrastructure and markets are sufficiently developed to permit the organization of sustained piracy. Interviews with former pirates, community members, and maritime security experts based on field research in Indonesia and Nigeria complement the quantitative findings. This book combines multi-disciplinary ethnographic and theoretical approaches to examine piracy in Southeast Asia and the regional and international responses to this threat. During the piracy boom of the early to mid-2000s, the issue of piracy in Southeast Asia received substantial academic attention. Recent scholarship, however, has shifted the focus to Somali piracy and the resurgence of piracy in Southeast Asia has largely been neglected in the academic community. This volume seeks to remedy this gap in the current literature. The primary aim is to examine how piracy has evolved in Southeast Asia over the past ten years, to address why piracy has re-emerged as a security threat, to evaluate efforts at maintaining security in regional waters, and to offer an analysis of what might be expected in the next decade. The contributions are drawn from academics, policy makers, and military officers, covering a range of disciplines including international relations, socio-cultural anthropology, security studies, history, law, and Asian studies. This volume provides a concise introduction to the issues and debates regarding modern piracy, including naval operations, law, and diplomacy, and focuses on the recent surge of attacks off the coasts of Africa and Asia. In the past decade, the incidence of maritime piracy has exploded. The first three months of 2011 were the worst ever, with 18 ships hijacked, 344 crew taken hostage, and 7 crew members murdered. The four Americans on board the sailing vessel Quest were shot at point-blank range. The economic costs are also staggering, reaching $7 to $12 billion per year, as insurance costs skyrocket, ransoms double and then quadruple, and ships are forced to hire armed security for protection. Pirates operating off the Horn of Africa disrupt shipping traffic through the strategic Suez Canal, siphoning transit fees from an unstable Egypt, while the seizure of supertankers in the Indian Ocean underscores the vulnerability of the world's oil supply. Governments, private industry, and international organizations have mobilized to address the threat. This is the first volume to examine their work in developing naval strategy, international law and diplomacy, and industry guidelines to suppress contemporary maritime piracy. Contemporary Maritime Piracy: International Law, Strategy, and Diplomacy at Sea comprises three sections, the first of which contains chapters on historical and contemporary piracy, international law and diplomacy, and coalition strategies for combating future piracy.
