Over the past few years, piracy has once again the scourge of the high seas. Throughout 2008, close to 90 ships were seized in the Gulf of Aden alone and, in many cases, the pirates were paid million-dollar ransoms to release them. What is the reason for this modern-day phenomenon and just who are the men behind it?What started as a patrol to combat commercial plundering of Somali fish stocks has now grown into a highly organised and lucrative business. In a war-torn country, the pirates have brought hope and entire villages depend on the wealth that they bring in - they have even been likened to Robin Hood. But these modern-day buccaneers should not be romanticised - their attacks are becoming more violent and they are increasingly in possession of automatic weapons and rocket-propelled grenades. In this fascinating book, Nigel Cawthorne examines how a phenomenon thought to be consigned to history is once again a worldwide problem: piracy is rife in the South China Sea and has returned to the Caribbean and South America. The author also looks at attacks that have taken place in the Malacca Straits and the fate of the couple making a once-in-a-lifetime trip around the world by yacht. Plus, he questions how the international community and its peace-keeping forces can try to bring stability and security back to the oceans of the world.

Camille Pecastaing looks at the twenty-first-century challenges facing the region around the Bab el Mandeb-the tiny strait that separates the Red Sea from the Indian Ocean-from civil war, piracy, radical Islamism, terrorism and the real risk of environmental and economic failure on both sides of the strait. The author takes us with him into Somalia and Yemen, Eritrea and Djibouti, with excursions into Ethiopia and the Sudan, as he reveals how the economic and environmental crisis currently in gestation could lead to more social dislocation and violence in this strategically important region.

Piracy is a significant global threat to international sea-borne trade - the life-blood of modern industrial economies and vital for world economic survival. The pirates of today are constantly in the world's news media, preying on private and merchant shipping from small, high-speed vessels. Andrew Palmer here provides the historical background to the new piracy, its impact on the shipping and insurance industries and also considers the role of international bodies like the UN and the International Maritime Bureau, international law and the development of advanced naval and military measures. He shows how this 'new' piracy is rooted in the geopolitics and socio-economic conditions of the late-20th century where populations live on the margins and where weak or 'failed states' can encourage criminal activity and even international terrorism. Somalia is considered to be the nest of piracy, but hotspots include not only the Red Sea region, but also the whole Indian Ocean, West Africa, Latin America, Southeast Asia and the South China Seas.

What factors motivate modern day pirates? Are pirates the same as terrorists? Should international navies or local fleets handle pirates? Does aid help prevent piracy, or does it have no effect? This anthology explores the ongoing problem of modern-day piracy. Rising in prevalence at the turn of the 21st century, pirates attacked commercial ships in Southeast Asia and off the coast of Somalia. Readers will learn about the complexities of nautical law, the conflicts on land that engender piracy at sea, and how governments are dealing with forces unaligned to any nation.

A gripping new novel from today's "most important African novelist". (The New York Times Review of Books), the internationally acclaimed author of North of Dawn A dozen years after his last visit, Jeebleh returns to his beloved Mogadiscio to see old friends. He is accompanied by his son-in-law, Malik, a journalist intent on covering the region's ongoing turmoil. What greets them at first is not the chaos Jeebleh remembers, however, but an eerie calm enforced by ubiquitous white-robed figures bearing whips. Meanwhile, Malik's brother, Ahl, has arrived in Puntland, the region notorious as a pirates' base. Ahl is searching for his stepson, Taxliil, who has vanished from Minneapolis, apparently recruited by an imam allied to Somalia's rising religious insurgency. The brothers' efforts draw them closer to Taxliil and deeper into the fabric of the country, even as Somalis brace themselves for an Ethiopian invasion. Jeebleh leaves Mogadiscio only a few hours before the borders are breached and raids descend from land and sea. As the uneasy quiet shatters and the city turns into a battle zone, the brothers experience firsthand the derailments of war. Completing the trilogy that began with Links and Knots, Crossbones is a fascinating look at individuals caught in the maw of zealotry, profiteering, and political conflict, by one of our most highly acclaimed international writers.

More than ever, international security and economic prosperity depend upon safe access to the shared domains that make up the global commons: maritime, air, space, and cyberspace. Together these domains serve as essential conduits through which international commerce, communication, and governance prosper. However, the global commons are congested, contested, and competitive. In the January 2012 defense strategic guidance, the United States confirmed its commitment “to continue to lead global efforts with capable allies and partners to assure access to and use of the global commons, both by strengthening international norms of responsible behavior and by maintaining relevant and interoperable military capabilities.” In the face of persistent threats, some hybrid in nature, and their consequences, Conflict and Cooperation in the Global Commons provides a forum where contributors identify ways to strengthen and maintain responsible use of the global commons. The result is a comprehensive approach that will enhance, align, and unify commercial industry, civil agency, and military perspectives and actions.

An EU Innovative External Action? discusses both the EU’s growing challenges from its near and far neighbourhood and the developments within the EU that seek to meet them. The European Security Strategy (2003) and its updating (2008) have pointed out some of the growing external problems. These documents have outlined the goals for the EU’s future activity in terms of general principles and policy rather than of specific actions, adopting a holistic approach covering a wide range of civilian responses as well as the military dimension of security. This book is an empirical investigation which reflects these different aspects and pressures, exploring the interaction between resources and capacities, policies and processes, and influences from within and outside the EU. Its main argument is the need for the EU to work towards meeting its external challenges by developing innovative action. The crucial challenges that this volume explores include the EU’s approach to the European External Action Service; the EU’s handling of Russia, China, and Iran; the legal aspects of the Common Security and Defence Policy’s (CSDP) military operations; legal issues regarding the EU’s combating of piracy and armed robbery in the CSDP Operation Atalanta; the influences and issues inherent in the EU’s coordination of the above military marine operation; the political control and strategic direction on decision-making by the Political Security Committee; the establishment of the EU’s rapid reaction force within the CSDP framework and its present (in)action; and the CSDP’s experimentation in the promotion of peace and security on the African continent. This volume examines EU behaviour in the above policy areas and issues, and how the Union is dealing with the risks it faces today. This book aims to promote an interdisciplinary debate. The contributions to this volume originated from a workshop concerned with the European Union Facing External Challenges held at Pembroke College, Cambridge, in October 2009, organised with the support of Geoffrey Edwards (POLIS, University of Cambridge). These reflect the views of experts from various nations and institutions, operating in diverse cultural realities and fields. The rationale for employing interdisciplinary resources is in line with the way in which the European Union and the European Commission are encouraging a dialogue about EU policies. The authors are academics, political analysts from think tanks, and officials from the European Commission and the European Council, all involved, at various levels, in European affairs. They are Laure Delcour, Gérard Dejoué, Andrea deGuttry, Elina Dzalbe, Roxane Farmanfarmaian, Ludovica Marchi Balossi-Restelli, Jing Men, Antonio Missiroli, Frederik Naert and Alex Vines. Jolyon Howorth (Yale University) contributed to the workshop as a discussant, and this is noticeable in the building up of the book’s argument. An EU Innovative External Action? will be of interest to students and scholars of European studies focused on EU’s external challenges, policy-makers involved in European affairs, and the wider public.

A crime novel, at once disturbing and perversely comforting, factually has been known to curtail social anxieties through the ‘open and shut case’ of its narrative form. But what happens to that form in a world where guilt and innocence are not easily assigned? Return to the Scene of the Crime takes place on the trope of an investigator returning to the post-colony on a quest for knowledge. In tandem with solving the case, they must also grapple with the complexities of their origins. Kamil Naicker shows how five authors defy generic expectations to illustrate the complexities of personal identity, transitional justice, and civil violence in the post-colonial world. Congregating novels set in South Africa, China, Guatemala, Sri Lanka and Somalia, this book intervenes in literary studies by bringing the trend of the returnee figure and exploring the possibilities of world-making through the explosion of a familiar form. Print edition not for sale in Sub Saharan Africa.

In the past century, tens of millions of women and girls have disappeared in China, Hong Kong, and Taiwan. There are many reasons: the women variously were sold as "foreign spouses"; imprisoned for their political beliefs; taken to night clubs or massage parlors to work as "escorts"; provided as "comfort women" to soldiers; or murdered by female corpse dealers and sold as "ghost brides" to families looking to give their deceased sons wives in the afterlife. The youngest girls fell victim to infanticide, the tragic result of a "one child" law in a male-dominated society. As a result of the gender imbalance these disappearances created, countless young males now suffer from the "marriage squeeze," remaining single without families of their own. This sociological study explores the institutional factors, develops a typology for these populations, and lays a foundation for the examination of lost populations in the future.
