An EU Innovative External Action? discusses both the EU’s growing challenges from its near and far neighbourhood and the developments within the EU that seek to meet them. The European Security Strategy (2003) and its updating (2008) have pointed out some of the growing external problems. These documents have outlined the goals for the EU’s future activity in terms of general principles and policy rather than of specific actions, adopting a holistic approach covering a wide range of civilian responses as well as the military dimension of security. This book is an empirical investigation which reflects these different aspects and pressures, exploring the interaction between resources and capacities, policies and processes, and influences from within and outside the EU. Its main argument is the need for the EU to work towards meeting its external challenges by developing innovative action. The crucial challenges that this volume explores include the EU’s approach to the European External Action Service; the EU’s handling of Russia, China, and Iran; the legal aspects of the Common Security and Defence Policy’s (CSDP) military operations; legal issues regarding the EU’s combating of piracy and armed robbery in the CSDP Operation Atalanta; the influences and issues inherent in the EU’s coordination of the above military marine operation; the political control and strategic direction on decision-making by the Political Security Committee; the establishment of the EU’s rapid reaction force within the CSDP framework and its present (in)action; and the CSDP’s experimentation in the promotion of peace and security on the African continent. This volume examines EU behaviour in the above policy areas and issues, and how the Union is dealing with the risks it faces today. This book aims to promote an interdisciplinary debate. The contributions to this volume originated from a workshop concerned with the European Union Facing External Challenges held at Pembroke College, Cambridge, in October 2009, organised with the support of Geoffrey Edwards (POLIS, University of Cambridge). These reflect the views of experts from various nations and institutions, operating in diverse cultural realities and fields. The rationale for employing interdisciplinary resources is in line with the way in which the European Union and the European Commission are encouraging a dialogue about EU policies. The authors are academics, political analysts from think tanks, and officials from the European Commission and the European Council, all involved, at various levels, in European affairs. They are Laure Delcour, Gérard Dejoué, Andrea deGuttry, Elina Dzalbe, Roxane Farmanfarmaian, Ludovica Marchi Balossi-Restelli, Jing Men, Antonio Missiroli, Frederik Naert and Alex Vines. Inhaltsangabe:Introduction: The Lisbon Treaty introduced substantial changes in the field of the EU s external action. Firstly, many institutional innovations were introduced, most notably the high-ranking posts of the High Representative and the President of the European Council as well as Union s diplomatic service the European External Action Service. Secondly, there is an attempt to create a more unified legal order through the formal abolition of the pillar structure, the introduction of a single legal personality and the abolition of the hierarchical relationship between pillars. Finally, the Lisbon Treaty re-organised the EU s external action. With the Treaty of Lisbon entering into force, the external action of the Union encompasses the common foreign and security policy (CFSP), the common security and defence policy (CSDP), the common commercial policy (CCP), the development cooperation and economic, financial and technical cooperation with third countries. According to Article 13 of the Treaty on European Union (TEU): The Union shall ensure consistency between the different areas of its external action and between these and its other policies. Consistency in EU external relations can be seen as a multi-layered concept, consisting of variety of dimensions, intertwined with other concepts and legal obligations in the Treaty as well as a political objective of the Union. Most importantly, it is a legal requirement through which the TEU accords to the Union the general responsibility for ensuring consistency of its external action as a whole but it charges the High Representative, the Council and the Commission with ensuring the implementation of these policies each in accordance with its respective powers. The dissertation will focus on horizontal consistency as an issue in EU external action and the legal as well as political implications of the institutional innovations brought about by the Lisbon Treaty. Whereas vertical consistency applies to the relations between the Member States and the Union, horizontal consistency designates consistency on European level, either inter-policy or inter-institutional consistency. Inter-institutional horizontal consistency is responsible for omitting gaps, avoiding conflicts and ensuring there are no overlapping competences between the European institutions. In recent decades, the external action of the European Union (EU) has been undergoing considerable change. An expansion of the EU’s external policy portfolio can be observed in many areas as previous policies for internal purposes – such as competition, energy, the environment, justice and home affairs or monetary governance but also gender, science, culture or higher education – have developed external dimensions. The 8th of February 2015 marks the end of the first 100 days of the new European Commission. On this day, Federica Mogherini is supposed to present a report assessing the internal structures of the European External Action Service (EEAS). The new leaders in Brussels, the associated atmosphere of departure, and an ambitious review calendar for 2015 have raised expectations that the EU will finally "get real" about its common foreign policy. The policy paper by Nicole Koenig puts these expectations into perspective and formulates recommendations for a more coherent, efficient, and strategic EU external action. The new leaders would be advised to learn from the successes and failures of the past five years. More concretely, they should: 1. Foster more systematic coordination: There is no need for more, but rather for more systematic coordination. This entails a better identification of relevant thematic interfaces between the various areas of EU external action with their different time frames. 2. Streamline to prevent turf wars: A clear delineation of competences should sometimes be preferred over increased coordination. Streamlining would also imply reducing the number of coordinating positions within the EEAS. 3. Think and act more strategically: The High Representative should launch a gradual process of strategic rethinking. The final output should depend on real substance and added value. However, strategic rethinking should not stand in the way of timely and visible EU action when external developments call for it.
