In European External Action Service, Mauro Gatti provides a legal analysis of the EU’s ‘foreign ministry’. The European External Action Service (EEAS) was created to coordinate the supranational and intergovernmental areas of EU external relations, but it is unclear whether and how it may attain this objective. Through an analysis of law and practice, Gatti demonstrates that the EEAS is capable of effectively promoting coherence in EU external relations. Although working independently from EU institutions and Member States, the EEAS can coordinate their activities at an administrative level. European Union Delegations are an integral part of the EU External Action Service (EEAS) and have constituted the official diplomatic representation of the European Union to countries outside of the EU since the ratification of the Lisbon Treaty in 2009. However, despite these steps towards further political integration, the Treaty of Lisbon has been unable to streamline diplomacy across third states and the EEAS hence remains a diplomatic service of different speeds. This study considers why the EU centralizes diplomacy more easily in some third countries rather than in others, and offers a systematic answer to this question by analysing the EU Delegations both across time and space, notably by developing a quantitative tool, the EU Diplomacy Centralization Index. The results show that whilst the EU is adept at centralizing diplomacy in developing countries and – quite surprisingly – in countries of strategic/security importance, it encounters difficulties in doing this with major economic partners.

The 2009 Lisbon Treaty created the European External Action Service (EEAS) to support the work of the newly created post of High Representative/Vice-President of the Commission (HR/VP). This report assesses the developments in the two years since the formal launch of the EEAS in January 2011, and makes recommendations which are intended to contribute to the HR/VP's review of the Service in mid-2013. The report sets out 26 conclusions and recommendations, including: that the UK Government should look at ways in which EEAS could be used to its advantage in terms of saving costs or increasing influence; that Member States should clarify what they want the EEAS to do, which should include improved collection, use and dissemination of political intelligence and better co-ordination of the use of the EU's different instruments within particular regions.

The creation of the European External Action Service (EEAS) is one of the most significant changes introduced by the Treaty of Lisbon. Often referred to as the EU's 'Diplomatic Service', it is aimed at enabling greater coherence and efficiency in EU's external action. On 1 December 2010 the EEAS started its work.
