This mapping presents a selected overview of existing research on gender, education and population flows in the Nordic peripheral areas. These areas are faced with a series of challenges that cannot be analyzed nor solved without taking a gender perspective into account. The challenges relate to, for instance, altered living conditions caused by global changes, stagnated or negative economic development, decrease in the amount of workplaces (particularly in the traditionally male-dominated professions) as well as, not least, migration and depopulation which is partly due to the fact that the young people of the area (especially the women) move to bigger cities to educate themselves. The challenges in question are not only significant in relation to the viability and cohesion of the areas, but also for the men and women who live there and their mutual social relations.

On Norms and Agency explores some of the power dynamics of gender relations within the household and communities in different contexts. These processes are analyzed from the perspectives of groups of men and women and boys and girls who participated in focus groups in 97 communities around the world. From gender differences and inequalities to intra-household decision making, more than 4,000 women and men in 500-plus single-sex focus groups reflected on how social norms that define what it means to be and act as a woman or a man affect their life outcomes and their access to opportunities. The analysis reveals not only how little gender norms have changed and how similar they are across countries, but also how change in norms and in individual empowerment and capacity to act and decide takes place. Change takes place at private as well as community and society levels -- and adjustments within one of these realms shape the pace and direction of change in the other. The process of gender-norm change appears to be uneven and challenging. The easy coexistence of new and old norms means that households in the same community can vary markedly in how much agency women can exercise; women feel less empowered when opinions and values of families and communities stay within traditional norms. This book seeks to understand the pathways toward greater gender equality by looking at the deepest constraints present for women and men alike. Unlike men, women are less dependent on the economic conditions of their environment. Men's power and agency are tightly intertwined with their identity and capacity as breadwinners. The main pathways for women to gain agency are education, employment, and decreased risk of domestic violence. A safer space encourages women to negotiate for more participation and equality in household discussions and decisions. Women's ability to contribute to family finances and to control (even partially) major or minor assets helps them gain more voice at home and in public spheres. Women's aspirations and empowerment to break gender barriers can be observed almost everywhere, even when economies are stagnant. These evident aspirations are partly due to women's perceptions of having more power and freedom in their lives and a greater ability to make decisions. Yet many women around the world, the study shows, still face norms and practices that limit them.

In addition, it seeks to look at the gaps that the government has left out leading to the current situation where there exist educational disparities, social, cultural and economic. It will also look at the efforts by the non-governmental organizations (NGOs) in bringing gender parity. Lastly, this paper proposes several interventions that need to be put in place in order to achieve gender equality.

If you teach any course concerned with gender equality, this book is an indispensable tool for stimulating a serious analysis of the financial and economic penalties imposed on women who must navigate between the modern Scylla and Charybdis of work and family life. This book poses substantive questions about the family, the market, the state, and the gender order, and provides a variety of analytic tools for thinking about them. The American gender order has changed in dramatic ways since the turn of the twentieth century, and to a great extent, it was the marketplace that gave rise to these changes. The "family wage" associated with union jobs in the industrial has largely disappeared. In the new economy, high-paying careers demand steep investments of education and training, while jobs accessible to those without college and post-graduate training increasingly tend to be "McJobs" that offer flexibility, but little in the way of high wages, good benefits, stability, or access to a progressive career ladder. In order to pursue the good life, women as well as men now expect to be in the marketplace for much of their adult lives. How should the family, and the state, respond to these changes? Has the imperative pushing all adults into the marketplace created a crisis in the family? Who should take care of the children while Mom and Dad work full-time? A government subsidized day care? An immigrant woman without citizenship papers? If the reciprocal relationship between the family and the market has broken down, what about the relationship between male and female? Is heterosexuality itself or, at least, the binary gender order becoming a nineteenth century anachronism? As well as posing these substantive questions about the family, the market, the state, and the gender order, this book provides a variety of analytic tools for thinking about them. We are used to talking about gender in legal and moral terms, with words like "fairness," "difference," and "equality." We are used to thinking about the family in emotional and psychological terms with words like "love" and "care." What might the language of economics bring to the analysis of family and gender? The Chicago economist Gary Becker caused a stir when he began to analyze the family as a site of bargaining and negotiation. Was he right that the family is a place of economic power struggle, not just a place where one goes to recover from the harsh world of the market?
