Few developments have had broader consequences for the public sector than the introduction of the Internet and digital technology. In this book, Darrell West discusses how new technology is altering governmental performance, the political process, and democracy itself by improving government responsiveness and increasing information available to citizens. Using multiple methods--case studies, content analysis of over 17,000 government Web sites, public and bureaucrat opinion survey data, an e-mail responsiveness test, budget data, and aggregate analysis--the author presents the most comprehensive study of electronic government ever undertaken. Among other topics, he looks at how much change has taken place in the public sector, what determines the speed and breadth of e-government adoption, and what the consequences of digital technology are for the public sector. Written in a clear and analytical manner, this book outlines the variety of factors that have restricted the ability of policy makers to make effective use of new technology. Although digital government offers the potential for revolutionary change, social, political, and economic forces constrain the scope of transformation and prevent government officials from realizing the full benefits of interactive technology.

Public managers can, to a certain extent, choose between various mana- ment paradigms which are provided by public and business administration scholars and by politicians as well. How do they find their way in this c- fusing supermarket of competing ideas? This book explores how public managers in Western bureaucracies deal with the mutually undermining ideas of hierarchical, network and market governance. Do they possess a specific logic of action, a rationale, when they combine and switch - tween these governance styles? This chapter sets the scene for the book as a whole and presents the - search topic and the research question. 1.1 Problem setting Since the Second World War, Western public administration systems have changed drastically. The hierarchical style of governing of the 1950s to the 1970s was partly replaced by market mechanisms, from the 1980s - wards. In the 1990s, a third style of governing, based on networks, further enriched the range of possible steering, coordination and organisation - terventions. In the new millennium, public sector organisations seem to apply complex and varying mixtures of all three styles of what we will - fine as governance in a broad sense. This development has brought about two problems.

Sport Clubs In Europe written by Christoph Breuer and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-12-08 with Political Science categories.

This book presents an up-to-date portrait of the characteristics of sport clubs in various European countries and their role in society and the national sport system. Furthermore, it offers a cross-national comparative perspective of sport clubs in twenty European countries. Containing both empirical data and information on the political and historical backgrounds of sport clubs, the book is organized in three parts. First, the authors provide an overview of the theoretical approach of the book and a description of the framework used for the country chapters. Second, the country chapters, written by experts within the field, provide a systematic overview of the available information on sport clubs in each country. These chapters are structured to answer the following questions: (1) What is the position of sport clubs within the national sport structure? (2) Which role do they fulfil in policy and society? (3) What are their basic characteristics and what factors influence the development of sport clubs? The book is concluded with a systematic comparison of the participating countries with the purpose of forging a clear link between the functioning of policy systems, observed problems, and possible solutions, and with a future research agenda on sport clubs. In an era of increased collaboration between European states, sport provides a natural vehicle through which to compare changes in culture, economics, and policy across nations. Sport Clubs in Europe will appeal to scholars of nonprofit management, sports management and sports sociology as well as administrators and policy makers in the international sports community.

Democracy And Public Management Reform written by Luiz Carlos Bresser-Pereira and has been published by OUP Oxford this book supported file pdf, txt, epub, kindle and other format this book has been release on 2004-10-07 with Political Science categories.

Building the Republican State is an insightful analysis of the new state and the new public management that is emerging in the twenty-first century. It presents the historical stages that led to the modern state, identifies a crisis of the nation-state and its origins in a fiscal crisis and in globalization, and situates public management in the last phase - the social-liberal and republican state. To understand such stages the author develops the theory of republican rights, as a fourth type of citizenship right, after the civil, the political, and the social rights. The book contains an original model of reform, in which the roles of the state, the forms of ownership, the types of public administration, and the organizational-institutions indicated in each situation are put together. Additionally, the book discusses the political theories behind the reform, and its political implications. Throughout the book, the author underlines the complementary roles of markets and the state, and the importance of building state capacity to assure administrative efficiency, always having in count the 'democratic constraint', i.e., the prevalence of the political over the economic realm. This is essential reading both for those studying political theory and government reform, as well as for anyone interested in state politics and globalization.

Herman draws on Kant to address both timeless issues in ethical theory and those arising from current moral questions, such as affirmative action and the costs of reparative justice. Challenging orthodoxies, he offers a view of moral competency as a complex achievement, governed by rational norms and dependent on supportive social conditions.
