Public managers can, to a certain extent, choose between various mana- ment paradigms which are provided by public and business administration scholars and by politicians as well. How do they find their way in this c- fusing supermarket of competing ideas? This book explores how public managers in Western bureaucracies deal with the mutually undermining ideas of hierarchical, network and market governance. Do they possess a specific logic of action, a rationale, when they combine and switch - tween these governance styles? This chapter sets the scene for the book as a whole and presents the - search topic and the research question. 1.1 Problem setting Since the Second World War, Western public administration systems have changed drastically. The hierarchical style of governing of the 1950s to the 1970s was partly replaced by market mechanisms, from the 1980s - wards. In the 1990s, a third style of governing, based on networks, further enriched the range of possible steering, coordination and organisation - terventions. In the new millennium, public sector organisations seem to apply complex and varying mixtures of all three styles of what we will - fine as governance in a broad sense. This development has brought about two problems.

Sustaining our agricultural landscapes is no longer just a technical, scientific or even political problem, but it has evolved into a socially complex, so-called wicked problem of conflicting social governance and economics. This creates an extreme economic obstacle where the value of ecosystem services remains low and diffuse and the transactions costs remain high and multiple.Using Uber-like business platform technology and a shared governance model, a symbiotic demand for environmental benefits is created. Enabling multi-sector transactions for environmental benefits, this platform innovation would remedy the "tragedy of the commons"; the economic nemesis to achieving landscape sustainability. In a nutshell, to sustain our agricultural landscapes a transdisciplinary approach supported by a shared governance model housed within a multi-sided platform in needed. This book introduces an assessment framework identifying governance actors, styles and ratios for socio-ecological systems. The assessment uses a new governance compass to identify the types of actors completing which tasks and identifies the styles of governance used to complete the tasks. It is aimed to anyone involved in sustainability science, agricultural policy planning, or integrated landscape design.

This book is located in the field of education governance and sits amidst debates on public school reform in China. It examines how a top-down policy approach has been implemented from central government right down to the district level within the public education system in China. Using statistical data from education yearbooks, government documents analysis and interviews with main stakeholders in this policy arena, the book incorporates case studies from railway State-Owned Enterprise schools. Analysis of these indicates that the processes of formulating and implementing Chinese education policy can be characterised as a form of network governance, which coordinates actors, decision-making processes and stakeholders’ motivation to comply with collective decisions in Chinese education. Network governance acts as an effective and legitimate way of problem solving that assists policy implementation and education reform in China. By comparing two traditional modes of governance (governance through bureaucracy and the governance through markets), this book shows the network mode of governance in Chinese education is more powerful and significant, especially since the negotiated results among actors in the policy community are favourable.
