A comprehensive review of policy and practice in the historic environment, this book exposes the tensions, challenges and difficulties faced by the heritage sector at a time of political volatility. This collection comes at a key moment for planning policy in the historic environment of England. The papers reflect a wide range of views and experience in the practical environment of policy and implementation. Contributors give perspectives on both policy and practice from legal counsel to local authorities, from the country’s largest NGO to the museums sector. Some conclusions are controversial, providing an important insight into the operation of national and local government. The thrust of the volume is the need to close the gap between research and policy production. Written when the UK government’s White Paper, Planning for the Future (August 2020), was in preparation, the chapters explore the implementation of policy, its unexpected and unanticipated outcomes and the enduring legacies of guidance and established practice. It highlights tensions within the sector and the need for collaboration and partnership. This book is the most recent and comprehensive review of how the heritage sector has evolved and draws special attention to the importance of the historic environment, not just in planning policy but for the country as a whole. The chapters in this book were originally published in The Historic Environment: Policy & Practice.

In England, it has been possible since 2013 to convert an office building into residential use without needing planning permission (as has been required since 1948). This book explores the consequences of this central government driven deregulation on local communities. The policy decision was primarily about boosting the supply of housing, but reflects a broader neoliberal ideology which seeks to reform public planning in many countries to reduce perceived interference in free markets. Drawing on original research in the English local authorities of Camden, Croydon, Leeds, Leicester and Reading, the book provides a case study of the implementation of planning deregulation which demonstrates the lowering of standards in housing quality, the reduced ability of the local state to proactively steer development and plan for their places, and the transfer of wealth from the public to private spheres that has resulted. Comparative case studies from Glasgow and Rotterdam call into question the very need for the deregulation in the first place.

This supporting document to Budget 2011 (HC 836, ISBN 9780102971033) sets out the Government's plan for sustainable, long-term economic growth for the UK economy. It sets out four ambitions that underpin this objective, these are: to create the most competitive tax system in the G20; to make the UK one of the best places in Europe to start, finance and grow a business; to encourage investment and exports as a route to a more balanced economy and to create a more educated workforce that is the most flexible in Europe. Growth review measures outlined in Chapter 2 cover these priority areas: planning; regulation; trade and inward investment; access to finance; competition; corporate governance; low carbon. The first phase of the review also examined eight sectors of the economy to remove the barriers to growth that affect them: advanced manufacturing; healthcare and life sciences; digital and creative industries; professional and business services; retail; construction; space; tourism.

This topical, edited collection analyses the state of the planning system in England and offers a robust, evidence-based review of over a decade of change since the Conservative-led coalition government came to power. With a critique of ongoing planning reforms by the UK government, the book argues that the planning system is often blamed for a range of issues caused by ineffective policy making by government. Including chapters on housing, localism, design, zoning and the consequences of Brexit for environmental planning, the contributors unpick a complicated set of recent reforms and counter the claims of the think-tank-led assault on democratic planning.

Planning Practice: Critical Perspectives from the UK provides the only comprehensive overview of contemporary planning practice in the UK. Drawing on contributions from leading researchers in the field, it examines the tools, contexts and outcomes of planning practice. Part I examines planning processes and tools, and the extent to which theory and practice diverge, covering plan-making, Development Management, planning gain, public engagement and place-making. Part II examines the changing contexts within which planning practice takes place, including privatisation and deregulation, devolution and multi-level governance, increased ethnic and social diversity, growing environmental concerns and the changing nature of commercial real estate. Part III focuses on how planning practice produces outcomes for the built environment in relation to housing, infrastructure, economic progress, public transport and regeneration. The book considers what it means to be a reflective practitioner in the modern planning system, the constraints and opportunities that planners face in their daily work, and the ethical and political challenges they must confront.
