How do people excluded from political life achieve political agency? Through a series of historical events that have been mostly overlooked by political theorists, Martin Breaugh identifies fleeting yet decisive instances of emancipation in which people took it upon themselves to become political subjects. Emerging during the Roman plebs's first secession in 494 BCE, the plebeian experience consists of an underground or unexplored configuration of political strategies to obtain political freedom. The people reject domination through political praxis and concerted action, therefore establishing an alternative form of power. Breaugh's study concludes in the nineteenth century and integrates ideas from sociology, philosophy, history, and political science. Organized around diverse case studies, his work undertakes exercises in political theory to show how concepts provide a different understanding of the meaning of historical events and our political present. The Plebeian Experience describes a recurring phenomenon that clarifies struggles for emancipation throughout history, expanding research into the political agency of the many and shedding light on the richness of radical democratic struggles from ancient Rome to Occupy Wall Street and beyond.

Many observers of Western democracies - from Thomas Piketty in Capital in the Twenty-first Century to proponents of compagn finance reform in the United States - have lamented the rise of plutocracy, claiming that putatively democratic, capitalist societies are moving ever closer to rule by and for the wealthy. These critics' common understanding seems to be that the movement toward plutocracy is not only a pernicious and growing phenomenon, but also one that might have been prevented. In this sequel to his prize-winning book, The Eyes of the People, Jeffrey Edward Green advances the polemical argument that plutocracy is a permanent feature of any liberal-democratic regime. Green draws on philosophy, history, social science, and literature to ask what democracy can mean in a world where it is understood that socioeconomic status to some degree will always determine opportunities for civic engagment and career advancenent. Under this shadow of unfairness, Green argues that the most advantaged are rightly subjected to compulsory public burdens. And just as provocatively, he urges ordinary citizens living in politics permanently darkened by plutocracy to acknowlege their second-class status and the uncomfortable civic ethics that come with it - specifically an ethics whereby the pursuit of egalitarianism is informed, at least in part, by indignation, envy, uncivil modes of discourse, and even the occassional suspension of politcal care. A bold new approach to combatting the inherent corruption of representative democracy This provocative book reveals how the majority of modern liberal democracies have become increasingly oligarchic, suffering from a form of structural political decay first conceptualized by ancient philosophers. Systemic Corruption argues that the problem cannot be blamed on the actions of corrupt politicians but is built into the very fabric of our representative systems. Camila Vergara provides a compelling and original genealogy of political corruption from ancient to modern thought, and shows how representative democracy was designed to protect the interests of the already rich and powerful to the detriment of the majority. Unable to contain the unrelenting force of oligarchy, especially after experimenting with neoliberal policies, most democracies have been corrupted into oligarchic democracies. Vergara explains how to reverse this corrupting trajectory by establishing a new counterpower strong enough to control the ruling elites. Building on the anti-oligarchic institutional innovations proposed by plebeian philosophers, she rethinks the republic as a mixed order in which popular power is institutionalized to check the power of oligarchy. Vergara demonstrates how a plebeian republic would establish a network of local assemblies with the power to push for reform from the grassroots, independent of political parties and representative government. Drawing on neglected insights from Niccolò Machiavelli, Nicolas de Condorcet, Rosa Luxemburg, and Hannah Arendt, Systemic Corruption proposes to reverse the decay of democracy with the establishment of anti-oligarchic institutions through which common people can collectively resist the domination of the few.

For decades, India has been a conservative democracy governed by the upper caste notables coming from the urban bourgeoisie, the landowning aristocracy and the intelligentsia. The democratisation of the ‘world’s largest democracy’ started with the rise of peasants’ parties and the politicisation of the lower castes who voted their own representatives to power as soon as they emancipated themselves from the elite’s domination. In Indian state politics, caste plays a major role and this book successfully studies how this caste-based social diversity gets translated into politics. This is the first comprehensive study of the sociological profile of Indian political personnel at the state level. It examines the individual trajectory of 16 states, from the 1950s to 2000s, according to one dominant parameter—the evolution of the caste background of their elected representatives known as Members of the Legislative Assembly, or MLAs. The study also takes into account other variables like occupation, gender, age and education.
