Liest man J.R. Seeleys oft zitierte Formel: 'Political Science without History has no root. History without Political Science bears no fruit' etwa in dem Sinne, daß hier 'History' für 'History of Ideas' steht, so mag damit zutreffend ein mögliches Verhältnis von politischer Theoriengeschichte zu den empirischen Teilen der Politikwissenschaft bezeichnet sein, dessen Triftigkeit freilich kaum mehr als selbstverständlich akzeptiert werden dürfte. Angesichts der während der vergangenen Jahre vollzogenen praxis orientierten Professionalisierung der deutschen Politischen Wissenschaft kann eher ver mutet werden, daß die politische Theoriengeschichte in eine für die Gesamtentwick lung des Faches zunehmend marginale Rolle geraten ist, die ihre Existenz zwar nicht gefährdet, sie aber gleichwohl zu einem - im Zweifelsfalle vielleicht sogar verzicht baren - Orchideenfach der Disziplin werden lassen könnte. So mag es vielleicht nütz lich sein, sich dieser Teildisziplin als eines Kernbereichs der Politischen Wissenschaft zu erinnern, sich ihrer Leistungen und Möglichkeiten, auch ihrer Versäumnisse zu ver gewissern und wenigstens in Umrissen ihre vergangene wie zukünftige Entwicklung zu bestimmen. This book is the first comprehensive study to respond to the ongoing debates on political sciences’ fragmentation, doubtful relevance, and disconnect with the larger public. This book demonstrates the importance of democracy for understanding modern international relations and recovers the pluralist tradition of L.T. Hobhouse, G.D.H. Cole, and David Mitrany. It shows that pluralism’s typical interest in civil society, trade unionism, and transnationalism evolved as part of a wide-ranging democratic critique that representative democracies are hardly self-sustaining and are ill-equipped to represent all entitled social and political interests in international relations. Pluralist democratic peace theory advocates transnational loyalties to check nationalist sentiments and demands the functional representation of social and economic interests in international organizations. On the basis of the pluralist tradition, the book shows that theories about domestic democracy and international organizations co-evolved before scientific liberal democratic peace theory introduced new inside/outside distinctions.
