En el contexto de los debates que acompañaron los procesos constituyentes y post-constituyentes recientes de Bolivia y Ecuador, revisaremos dos conceptos con lugar destacado en las discusiones: "Vivir Bien/Buen Vivir" y "plurinacionalidad". El recorrido por su genealogía nos llevará a preguntarnos por las lecturas que los componen entre el Estado y la comunidad, entre el discurso del desarrollo y la autonomía, entre el movimiento indígena y los gobiernos progresistas. Al mismo tiempo buscaremos dar cuenta de un momento de quiebre en que los gobiernos que impulsaron la inclusión de estos conceptos en las Constituciones aprobadas en 2008 y 2009 se alejan de sus aliados indígenas y de la implementación de los mismos, que ellos defendían. Es desde la dinámica cambiante de los procesos de ambos países que buscamos leer y recopilar significaciones de ambos conceptos, entendidos como espacio de combinación compleja de distintas miradas y experiencias políticas.

En el 2006 el Ecuador eligió un proyecto político que buscaba cambios radicales en las estructuras de poder, en la organización del Estado y en la distribución de los ingresos y de la riqueza. El Plan de Gobierno de Alianza PAÍS 2007-2011 propuso construir la sociedad del Buen Vivir a través de la Revolución Ciudadana: una sociedad democrática, participativa e incluyente, que conviva en armonía con la naturaleza y en la que los jóvenes sean los actores principales. En 2008, el Ecuador aprobó la Constitución de Montecristi, la cual reconoce al país como Estado plurinacional, establece el Régimen del Buen Vivir y respalda la necesidad de crear un documento de planificación. Una de propuestas más importantes de Alianza PAÍS fue la creación y el fortalecimiento de los medios públicos, ya que se trató de un proceso inédito en la historia del Ecuador. La siguiente investigación se enfoca en el Buen Vivir y en la televisión pública: plantea pensar en la televisión pública como un vehículo para reivindicar el Buen Vivir. El análisis se dedica a la inclusión y a la plurinacionalidad porque en los debates académicos y en los documentos públicos estos conceptos son planteados como temas pendientes de la planificación estatal y de los medios públicos.

Presenting an ethnographic account of the emergence and application of critical political alternatives in the Global South, this book analyses the opportunities and challenges of decolonizing and transforming a modern, hierarchical and globally-immersed nation-state on the basis of indigenous terminologies. Alternative development paradigms that represent values including justice, pluralism, democracy and a sustainable relationship to nature tend to emerge in response to – and often opposed to – the neoliberal globalization. Through a focus on the empirical case of the notion of Vivir Bien (‘Living Well’) as a critical cultural and ecological paradigm, Ranta demonstrates how indigeneity – indigenous peoples’ discourses, cultural ideas and worldviews – has become such a denominator in the construction of local political and policy alternatives. More widely, the author seeks to map conditions for, and the challenges of, radical political projects that aim to counteract neoliberal globalization and Western hegemony in defining development. In the Andes, indigenous knowledge systems based on the relationships between different beings, both earthly and heavenly, animal and plant, have been central to the organization of knowledge since precolonial times.
