Resultados de la investigación social sobre la realidad de las personas con discapacidad y sus familias en Latinoamérica, llevada a cabo por encargo de la Secretaría de Estado de Servicios Sociales, Familias y Discapacidad del Ministerio de Trabajo y Asuntos Sociales de España, la Fundación ONCE para la Solidaridad con Personas Ciegas de América Latina (FOAL) y el propio CERMI. La investigación se centra en la última década, en los avances que se han dado para situar a la discapacidad en el lugar que le corresponde: la esfera de los derechos humanos. Comienza con sendos estudios sobre la terminología asociada y sobre el marco normativa. Sigue el análisis de la multiplicidad de factores que inciden en ella (pobreza, desigualdad, minorías, género, infancia, tercera edad, etc.) y los diferentes sectores (estado, sociedad civil, cooperación internacional) que han de intervenir en la búsqueda y consecución de respuestas que demanda la discapacidad como una situación social que trasciende lo individual y familiar. Se completa con un extenso anexo con informes por países.
