On the lapse of the Licensing Act in 1695, Thomas Macaulay wrote in his History of England, 'English literature was emancipated, and emancipated for ever, from the control of the government'. It's certainly true that the system of prior restraint enshrined in this Restoration measure was now at an end, at least for print. Yet the same cannot be said of government control, which came to operate instead by means of post-publication retribution, not pre-publication licensing, notably for the common-law offence of seditious libel. For many of the authors affected, from Defoe to Cobbett, this new regime was a greater constraint on expression than the old, not least for its alarming unpredictability, and for the spectacular punishment--the pillory--that was sometimes entailed. Yet we may also see the constraint as an energizing force. Throughout the eighteenth century and into the Romantic period, writers developed and refined ingenious techniques for communicating dissident or otherwise contentious meanings while rendering the meanings deniable. As a work of both history and criticism, this book traces the rise and fall of seditious libel prosecution, and with it the theatre of the pillory, while arguing that the period's characteristic forms of literary complexity--ambiguity, ellipsis, indirection, irony--may be traced to the persistence of censorship in the post-licensing world. The argument proceeds through case studies of major poets and prose writers including Dryden, Defoe, Pope, Fielding, Johnson, and Southey, and also calls attention to numerous little-known satires and libels across the extended period.

Libel and Lampoon shows how English satire and the law mutually shaped each other during the long eighteenth century. Following the lapse of prepublication licensing in 1695, the authorities quickly turned to the courts and newly repurposed libel laws in an attempt to regulate the press. In response, satirists and their booksellers devised a range of evasions. Writers increasingly capitalized on forms of verbal ambiguity, including irony, allegory, circumlocution, and indirection, while shifty printers and booksellers turned to a host of publication ruses that complicated the mechanics of both detection and prosecution. In effect, the elegant insults, comical periphrases, and booksellers' tricks that came to typify eighteenth-century satire were a way of writing and publishing born of legal necessity. Early on, these emergent satiric practices stymied the authorities and the courts. But they also led to new legislation and innovative courtroom procedures that targeted satire's most routine evasions. Especially important were a series of rulings that increased the legal liabilities of printers and booksellers and that expanded and refined doctrines for the courtroom interpretation of verbal ambiguity, irony, and allegory. By the mid-eighteenth century, satirists and their booksellers faced a range of newfound legal pressures. Rather than disappearing, however, personal and political satire began to migrate to dramatic mimicry and caricature-acoustic and visual forms that relied less on verbal ambiguity and were therefore not subject to either the provisions of preperformance dramatic licensing or the courtroom interpretive procedures that had earlier enabled the prosecution of printed satire.

The early United States was a culture of the episode. In Episodic Poetics, Matthew Garrett merges narrative theory with social and political history to explain the early American fascination with the episodic, piecemeal plot. Since Aristotle's Poetics, the episode has been a vexed category of literary analysis, troubling any easy view of the subsumption of unwieldy narrative parts into well-plotted wholes. Garrett puts forward a new, dialectical theory of episodic form to recast this peculiar object of literary history, looking to the episode as a narrative unit smaller than the genre in order to give an account of all the period's major prose genres. Garrett shows how, in ways both magisterial and mundane, episodic forms gave variegated shape to the social, political, and economic conflicts that defined the moment of national formation. Episodic Poetics proposes a new method of reading and a new way of conceiving of literary history. The book asks how we might understand the cultural role of the episode as a literary micro-unit, one that forces us to read individual narratives in terms of an always partial and fraught development toward plot. This book will change how readers read not only Milton but any poetry. Whereas prose is written in sentences, poetry is written in lines, lines that may or may not coincide with the syntax of the sentence. Lines add an aural and visual mode of punctuation, with some degree of pause and weight at the line-turn. So lineation, the division of poetry into lines, opens a repertoire of possibilities to the poet. Notably, it encourages an enhanced concentration on meaning, rhythm, and sound. It makes metrical patterns possible, with interactions between regularity and deviation; or it makes possible the presence or absence of structural rhyme; or the multiple variations of the line-turn, whether in harmony with syntax or overflowing, in ways that may be either more or less conspicuous. Starting from theories of Derek Attridge, this book develops new methods for exploring the expressive resources of the verse line as exploited by the greatest of English poets, John Milton. Topics examined include: the interaction of strictness and freedom in the rhythms of Milton's line and paragraph; the interfusion of diverse prosodies in a single poem; approaches to free verse; rhyme in the earlier lyric verse and modes of near-rhyme in the later blank verse; the diverse modes of onomatopoeia; and the complex interweavings of prosody and ideology in this very political poet. The great themes and issues and characters of Milton's innovative and always controversial poetry are perceived afresh, being approached intimately through the rich possibilities of the line, and the insights of the approach illuminate the reading of any poetry.
