La vinculación entre política exterior, hegemonía y Estados pequeños, utilizando un estudio de caso para contrastar la conducta de tres países centroamericanos, con la influencia de Estados Unidos como potencia hegemónica, y la de tres países bálticos, bajo la hegemonía de Rusia, lleva al autor por tres caminos que tradicionalmente las investigaciones sobre las relaciones internacionales han recorrido en forma separada. Carlos Murillo demuestra que el análisis de la política exterior no se limita al estudio comparativo, sino que profundiza en las percepciones y las auto imágenes de los Estados, aportando algunos elementos desde una perspectiva renovada. En esta obra Murillo organiza una defensa a favor del "análisis de política exterior" como un área temática. Que tal defensa sea necesaria puede ser sorprendente. ¿No es el estudio de la política exterior lo que los académicos de relaciones internacionales han estado haciendo todo el tiempo?, ¿no estamos fustigando lo obvio? Como Carlos Murillo lo demuestra, desafortunadamente no. El autor rescata la visión gramsciana sobre la hegemonía, para diferenciarla del imperialismo y mostrar cómo los Estados pequeños interactúan con las potencias hegemónicas aprovechando los espacios de maniobra disponibles en los foros internacionales, como la Asamblea General de la Organización de las Naciones Unidas.

The lazy greaser asleep under a sombrero and the avaricious gringo with money-stuffed pockets are only two of the negative stereotypes that North Americans and Latin Americans have cherished during several centuries of mutual misunderstanding. This unique study probes the origins of these stereotypes and myths and explores how they have shaped North American impressions of Latin America from the time of the Pilgrims up to the end of the twentieth century. Fredrick Pike's central thesis is that North Americans have identified themselves with "civilization" in all its manifestations, while viewing Latin Americans as hopelessly trapped in primitivism, the victims of nature rather than its masters. He shows how this civilization-nature duality arose from the first European settlers' perception that nature—and everything identified with it, including American Indians, African slaves, all women, and all children—was something to be conquered and dominated. This myth eventually came to color the North American establishment view of both immigrants to the United States and all our neighbors to the south.
