Gabriel Salazar afirma que la mayoría de los movimientos sociales que registra la historia de Chile no ha llegado a ejercer, por completo, su ‘poder constituyente’, aunque sí han echado mano, en medida variable, a una u otra dimensión de su soberanía. Podría decirse que un movimiento social culmina (teóricamente) su acción histórica cuando llega a ejercer de modo pleno el poder necesario, no sólo para terminar con el sistema dominante, sino para construir otro nuevo: el orden social que realmente necesita. Sin embargo, si eso, por la razón que sea, no ocurre (y en chile eso no ha ocurrido), el hecho de haber luchado en ese sentido ocupando cuotas de soberanía, lo hace igualmente significativo desde un punto de vista político y valioso desde un punto de vista histórico-social.

Los grandes cambios sociales y políticos de Latinoamérica en los años ochenta (lenta democratización y surgimiento de múltiples comportamientos colectivos) han determinado resultados tan confusos que no sabemos el tipo de sociedad en que habrán de desembocar. Lo indudable es la inmediata perspectiva de una franca transición societal. No se sabe todavía cuales serán los resultados de los cambios iniciados en dicha década, no se sabe si el resultado será la emergencia de "sociedades programadas dependientes", o sociedades en caos, o dualizadas, con excasos mecanismos de movilidad e integración social. Lo que sí constata es una suerte de incongruencia entre los procesos de concentración del poder y del sistema de toma de decisiones, asociado con la revolución tecnológica y la reestructuración económica internacional.

This is the first book in English to present a comprehensive analysis of the October 2019 social outbreak in Chile and its consequences for the country’s political system. For almost 30 years (1990-2019), Chile was recognized as a model of political and economic stability in Latin America, but the 2019 protests put into question the whole structure of representation based on programmatic political parties. This contributed volume analyzes the causes of the social outbreak by examining the interaction between political parties and social movements in Chile since 2000, establishing bridges between the sociology of social movements and the political science of parties and forms of traditional political representation. The book is organized in three parts. The first part analyzes the collapse of the political party system in Chile. The second part shows how social movements introduced innovative forms of political mobilization that challenged the traditional forms of political representation.
