Este libro tiene por objetivo presentar propuestas de política de desarrollo, cohesión social e inserción internacional conjunta que permitan la reactivación de la integración multidimensional latinoamericana, desde estudios de regionalismo comparado de experiencias de Europa, de Asia, de África y de América Latina. Propuestas que permiten avanzar hacia nuevas actividades prioritarias en la integración regional latinoamericana, mediante políticas: 1) de desarrollo y cohesión social, a través del establecimiento de agendas dentro de los procesos de integración atinoamericanos que permitan la reorientación del modelo económico hacia la sostenibilidad, así como la protección de la población ante el riesgo de nuevas pandemias, y 2) de inserción internacional conjunta de América Latina en el sistema internacional, a través de la consideración de propuestas para mejorar la posición latinoamericana en los mercados mundiales de bienes y servicios, incrementar la eficiencia del multilateralismo y la gobernanza mundial, así como lograr una acción regional común que permita aprovechar el interregionalismo con procesos de integración y países de Asia, África y Europa. De esta forma, se pretende impulsar los acuerdos de integración latinoamericanos hacia una nueva configuración de las dinámicas de desarrollo e inserción internacional, mediante acciones desarrollables en el mediano plazo que promueven una mayor interacción entre actores, públicos y privados, previo a la toma de decisiones.

Salir del estancamiento y la disgregación en que se encuentra la integración de América Latina supone una voluntad política, real y efectiva, de los Gobiernos, fruto de una acción concertada entre estos, organismos internacionales, instituciones responsables del proceso de integración y los diferentes actores interesados en el proceso, dentro de los cuales se encuentran la sociedad civil y la academia, este último actor fundamental. Para ello, es necesario reiterar no solo la pertinencia y validez de la integración, sino también la conveniencia de establecer las medidas necesarias para avanzar, de manera gradual, pero sostenida, en la convergencia de la integración latinoamericana. En este libro se plantea la pertinencia y la convergencia de la integración en América Latina: pertinencia, en el sentido de la eficiencia, la viabilidad, la realización, el impacto y los resultados de un proyecto, y convergencia, como la confluencia o concurrencia, resultado de actos o acciones de converger. Por consiguiente, esta reflexión sobre la convergencia de la integración latinoamericana parte de la aceptación de superar grandes asimetrías integrando diversidades manifiestas. En este sentido, los autores dan respuestas que contemplan la necesidad de reforzar las instituciones para recuperar la gobernabilidad en los países y en los procesos de integración, así como el desarrollo de una gobernanza multinivel en la que se logre mayor participación de la sociedad civil, con un particular trabajo en la armonización de políticas económicas y medidas orientadas a lograr mayor cohesión social que faciliten una distribución más equitativa de los beneficios de la integración. Teniendo en cuenta que esto no es realizable de manera inmediata, plantean una agenda a corto, mediano y largo plazo, sobre la cual los distintos actores trabajen de manera conjunta para ahondar y desarrollar lo más pertinente de la integración latinoamericana.

With very few exceptions, industrial development has been central to the process of structural transformation which characterises economic development. Industrial Development for the 21st century examines the new challenges and opportunities arising from globalization, technological change and new international trade rules. The first part focuses on key sectors with potential for developing countries, focussing on two key themes. First, traditional points of entry for late industrializers - like textiles and clothing - have become even more intensely competitive than ever before, requiring more innovative adaptive strategies for success. Second, countries now recognize that manufacturing does not exhaust the opportunities for producing high value-added goods and services for international markets. Knowledge intensity is increasing across all spheres of economic activity, including agriculture and services, which can offer promising development paths for some developing countries. The final section addresses social and environmental aspects of industrial development. Labour-intensive, but not necessarily other patterns of industrial development can be highly effective in poverty reduction though further industrial progress may be less labour-intensive. A range of policies can promote industrial energy and materials efficiency, often with positive impacts on firms' financial performance as well as the environment. Promoting materials recycling and reuse is an effective, if indirect means of conserving resources. Finally, the growth of multinational interest in corporate social responsibility is traced, with consideration given to both the barriers and opportunities this can pose for developing country enterprises linked to global supply chains.
