O livro Políticas públicas de segurança, participação popular e o Sistema Único de Segurança Pública brasileiro (Susp) analisa a Lei no 13.675, de 11 de junho de 2018, que cria a Política Nacional de Segurança Pública e Defesa Social (PNSPDS) e institui o Sistema Único de Segurança Pública (Susp), assim como os princípios e as diretrizes deliberados na primeira Conferência Nacional de Segurança Pública no Brasil (1a Conseg). Dessa forma, usando uma abordagem de pensamento hipotético-dedutivo, por meio da proposição da hipótese de que mais de dois terços dos princípios e das diretrizes deliberados na referida conferência encontram correspondência com o sentido de artigos, parágrafos, incisos, alíneas e itens da aludida lei, pretendeu-se demonstrar, comparativamente, a proporção encontrada entre esses princípios e diretrizes e o respectivo ato normativo. O livro inicia-se com uma revisão teórica sobre políticas de segurança pública, políticas públicas de segurança, democracia participativa e deliberativa, para, ao final, apresentar a análise da lei do Susp em comparação com a 1a Conseg, visando auxiliar no preenchimento de lacunas do conhecimento científico que consigam explicar o ciclo de políticas públicas de segurança no Brasil. Como resultado, confirmou-se a hipótese, demonstrando-se qual o percentual atingido por esses atos, inclusive em relação a cada princípio e diretriz.

Durante o ano de 2019, o governador eleito no estado do Rio de Janeiro, Wilson José Witzel, proferiu um discurso voltado para a defesa de uma política de enfrentamento, orientando as polícias estaduais a "abater" pessoas que estivessem portando armas de fogo do tipo fuzil e outros armamentos de uso restrito, pondo em prática ações violentas e letais, usando como justificativa a chamada "guerra às drogas" e colocando em risco, diariamente, a vida dos habitantes de áreas periféricas. Quanto ao modo do "abate", Witzel foi bem claro ao afirmar que "A polícia vai fazer o correto: vai mirar na cabecinha e... fogo! Para não ter erro". A permissão dada pelo ex-juiz de direito e então governador fluminense para uma atuação dos agentes de segurança, no sentido de "abater" pessoas que portem fuzis, estaria respaldada na presunção de que o agente de segurança pública agiu em legítima defesa, com esteio nos artigos 23, II, e 25 do Código Penal, ou nos artigos 42, II e 44 do Código Penal Militar. A violência advinda da criminalidade é, na atualidade, uma das maiores preocupações da sociedade brasileira e mundial, especialmente no Estado do Rio de Janeiro, onde os índices de criminalidade se mostram em crescimento. A preocupação acerca da naturalização desse tipo de abordagem na segurança pública, configurada em uma política voltada para o "abate" de pessoas, onde a lógica do confronto no enfrentamento do crime poderá proporcionar ainda mais violências e mortes.

The Carandiru House of Detention, in the teeming city of São Paulo, was the largest and most crowded prison in Latin America. Known as the 'Old House', it was also highly unusual in the way it was governed. Closed to the outside world, and even largely to the wardens, it was run almost entirely by the inmates themselves, who created a unique society complete with politics, hierarchies and a system of justice. In 1989, at the height of the AIDS epidemic in Brazil, with only a handful of physicians attempting to treat an inmate population of over 7,000, the medical situation at Carandiru was dire. A city doctor, Drauzio Varella, volunteered his time at Carandiru over the course of thirteen years, in an effort to combat the rampant disease. As he gained the inmates' trust he was given access to their society, where he was overwhelmed by the profound humanity and freedom of spirit shown by these men, despite their terrible crimes and the inhuman conditions in which they lived. Lockdown is Varella's powerful depiction of life on the inside, wherein he recounts the prisoners' colourful and surprising stories. The book ends with the massacre by the police of the prisoners that ultimately brought down the 'Old House'.
