Este livro tem por objeto o processo de formulação e implementação das políticas públicas que regulamentam a educação superior a distância (EAD) no Brasil. Estuda o processo de formação e transformação da EAD, procurando compreender o fenômeno sócio-histórico de embates acerca dessas políticas regulamentadoras. Faz um recorte temporal no período de 1996 a 2010, tendo como referência inicial a abertura de uma nova etapa para a educação no Brasil com a promulgação da Lei no 9394/1996, que se destaca como o primeiro instrumento legal na história da educação brasileira a definir normativas para a educação a distância. Já o ano de 2010 marca o fim de um modelo de estrutura administrativa do Ministério da Educação, reestruturado no início de 2011, pelo Decreto no 7.480/2011. Ao longo do texto, busca-se analisar se existem divergências entre o previsto legalmente e o implementado pelas instituições de ensino. O objeto da pesquisa possui vinculações com o contexto histórico, político e econômico vivido pelo país no final do século XX, cujas implicações transcendem o contexto da criação das políticas, inserindo-se num momento histórico de efervescência do campo educacional.
