Pretende-se com esta tese explorar o impacto das políticas de asilo e das práticas institucionais nos processos migratórios de mulheres e meninas refugiadas, a partir das suas experiências e perceções ao longo do percurso. A análise desenvolvida versa sobre dois países europeus, Portugal e Dinamarca, com diferentes quadros de intervenção, mas com similaridades nos contextos demográficos e influência no foro da União Europeia. A reconstituição dos perfis e dos percursos das mulheres e meninas refugiadas, em articulação com as políticas de integração e as práticas de acolhimento, contribui para uma melhor compreensão do real impacto dos mecanismos institucionais, legais e políticos na integração de refugiados numa perspetiva de género e idade. As potenciais alterações das relações de género são aprofundadas a partir das experiências, perceções e práticas das refugiadas, convocando dimensões culturais, religiosas, educacionais, socioeconómicas e familiares. Através destes percursos são analisados perfis específicos, articulados com as diferentes fases do trajeto, aprofundando simultaneamente, o conhecimento sobre os desafios intergeracionais. A análise multinível é essencial para a complementaridade do objetivo geral, permitindo identificar representações coletivas, resultados de integração, discursos políticos e mediáticos, bem como mecanismos jurídicos e práticas institucionais e o modo como influenciam os processos de integração nas várias dimensões. Identificar, aprofundar e relacionar as políticas de asilo, as práticas institucionais e os percursos migratórios de meninas e mulheres refugiadas desde o seu país de origem até à entrada na Europa, é fundamental para refletir sobre as estratégias de transformação social, mecanismos de acolhimento individual e institucional e políticas de asilo e integração efetivas.

Este estudo foi desenvolvido a partir da perceção de que a perspetiva de género e a especificidade da mulher refugiada ainda é pouco aprofundada e levada em consideração tanto no desenho de políticas públicas focadas nas mulheres e nas suas famílias em Portugal, como nas investigações sobre a temática, com poucos estudos focados na experiência das mulheres refugiadas em Portugal. Em geral a literatura tradicional sobre migrações e refúgio, tal como em outros campos, assume que o refugiado é homem e em consequência analisa a experiência dos requerentes de asilo de sexo masculino, focando-se no acolhimento e integração sem considerar o papel de marcadores de diferença como o género, a raça, a classe social, a religião, a idade, entre outros. Contudo, a partir dessa visão do refúgio há uma homogeneização do sujeito de refúgio, o que ocasiona uma maior invisibilidade, acentuando as situações de vulnerabilidade para diferentes grupos. Partindo de uma perspetiva de género, este estudo visou compreender as trajetórias e experiências vivenciadas por mulheres em situação de refúgio em Portugal, especificamente na Área Metropolitana de Lisboa, e incluindo as refugiadas e famílias, que chegaram ao país por meio dos programas de recolocação, reinstalação, recolocação ad hoc (navios humanitários) ou de forma espontânea.

Esta investigação procura ampliar o conhecimento da realidade psicossocial de mulheres que, em contexto de migração forçada, chegaram a Portugal, explorando as principais dificuldades do percurso migratório e os principais fatores protetores que facilitaram os seus processos de resiliência, adaptação e integração social. Para tal, foram relevados os significados que as protagonistas atribuem às suas experiências, recolhidos através de nove entrevistas semiestruturadas e em profundidade, a mulheres oriundas do Iraque, da Síria e da Líbia. É também a partir das suas perceções que se analisam questões de género e a forma como estas se relacionam com dimensões religiosas, familiares, sociais, psicológicas e culturais. A investigação coloca em evidência um acervo de vulnerabilidades desencadeadas pela experiência migratória e pela pertença de género, o que justifica a análise intersecional. Os resultados revelam um conjunto de adversidades no acolhimento, destacando-se: isolamento e distância familiar e do grupo social; dificuldades de acesso ao emprego qualificado; falta de suporte institucional; fracas condições habitacionais; desconhecimento da língua; desconhecimento dos serviços de saúde; não reconhecimento de grau académico e discriminação. Por outro lado, são identificados diversos fatores protetores que auxiliam a integração no país recetor, evidenciando-se: estabelecimento e manutenção de redes sociais; recurso a redes sociais digitais; segurança; emprego; domínio da língua; religião; suporte institucional; acesso à saúde; acesso à educação; participação cívica e política; desporto; questões de género relacionadas com empoderamento e maior autonomia. Espera-se que a presente investigação possa incentivar o debate e a reflexão sobre estratégias e políticas de integração em Portugal, promovendo medidas de atuação adequadas às necessidades de mulheres em contexto de migração forçada.

Stereotypes are beliefs about groups of people. Some examples, taken from human rights case law, are the notions that 'Roma are thieves', 'women are responsible for childcare', and 'people with a mental disability are incapable of forming political opinions'. Increasingly, human rights monitoring bodies including the European and inter-American human rights courts, the Committee on the Elimination of Discrimination against Women, and the Committee on the Elimination of Racial Discrimination voice concerns about stereotyping and warn States not to enforce harmful stereotypes. Human rights bodies thus appear to be starting to realise what social psychologists discovered a long time ago: that stereotypes underlie inequality and discrimination. Despite their relevance and their legal momentum, however, stereotypes have so far received little attention from human rights law scholars. This volume is the first one to broadly analyse stereotypes as a human rights issue. The scope of the book includes different stereotyping grounds such as race, gender, and disability. Moreover, this book examines stereotyping approaches across a broad range of supranational human rights monitoring bodies, including the United Nations human rights treaty system as well as the regional systems that are most developed when it comes to addressing stereotypes: the Council of Europe and the inter-American system.
