This book is a collection of essays which span three decades, capping research into the Polish Solidarity movement and its impact on social change. The major one reports on the author's 1981 study on the formation of the Solidarity movement and trade union, one of two research projects on Solidarity carried out at the time. The idea of debating (deliberative) democracy fostered by Solidarity proved an unfulfilled utopia. It was abandoned by the new political elite and by Poles, who used freedom to develop individual, ambitious and aggressive career paths in order to attain West-European living standards. While Polish religiosity and the Catholic Church, led by Pope John Paul II, vitally promoted peaceable resistance to communism, now the Church has morphed into an anti-democratic political and cultural actor.

This book is the first to connect global labor history and the history of human rights: By focusing on democratic labor oppositions in Spain and Poland between 1960 and 1990, it shows how workers in authoritarian regimes addressed repression and whether they developed a language of rights in the light of a globally dynamic human rights discourse. The study argues that the democratic labor oppositions in Spain and Poland were both variants of emancipatory and democracy-oriented social movements with global interconnections that emerged in the 1960s. It reveals that the demands for free and independent trade unions, which in both countries became a flashpoint in the fight for broader democratic demands, was not always discussed in rights terms, but rather presented as an inevitable necessity. At the same time, these labor movements and their intellectual allies morally delegitimized state repression against workers and thereby employed the concepts of democracy, participation, solidarity, progress and eventually, rights. Integrating the history of two European semi-peripheric societies into a broader narrative, this book is relevant for readers interested in global labor history, human rights history and the history of democratization in Europe in the late twentieth century.

The 1990s saw an extraordinary surge in the significance that various actors attributed to the concept of human rights. A growing number of activists and politicians began framing their concerns as human rights issues. The universal claim of human rights received unprecedented support and spurred new interventionist practices across national borders. Numerous academic disciplines made human rights a subject of research, both reflecting on and influencing the emerging human rights policies. Yet the moment of enthusiastic new departures waned even before the advent of the new century. At the same time – and often as a direct consequence of its new prominence – critics opposed the idea of universal rights with an unprecedented fierceness. This volume breaks new ground in examining important developments that have unfolded in human rights history over the past thirty years.
