These proceedings are based on the invited talks and selected research reports presented at the NATO Advanced Study Institute (ASI) on "POLAR CAP BOUNDARY PHENOMENA" held at Longyearbyen, Svalbard, June 4 - 13, 1997. The role of the polar cap and its boundary is very substantial in solar-terrestrial physics. At this NATO AS! a major change in thinking on the "cusp" precipitation region in the high-latitude days ide upper atmosphere was reflected, at least for intervals when the interplanetary magnetic field (IMF) is directed southward. It is likely that this has implications for northward IMF as well. The change comes from the now almost complete acceptance of the concept of magnetosheath particle entry along open magnetic field lines and the evolution of the precipitation into the upper atmosphere with time elapsed since magnetic reconnection which opened the field line. A key prediction of this view is that the low-latitude boundary layer (LLBL) is on open field lines.

This report results from a contract tasking University of Oslo as follows: Under this proposal we give technical support for year around operation of two scintillation receivers. The two receiver systems are located at Longyearbyen (78.92 deg N, 11.95 deg E, 76.07 CGMLat) and Ny-Alesund (78.20 deg N, 15.82 deg E, 75.12 CGMLat), both stations on Svalbard. These receivers provide stereo observations of irregularities in the vicinity of the auroral oval and inside the polar cap. Both receivers are operated remotely and data are transferred to AFRL via our computer network. We also support AFRL's operation of an allsky imager at Ny-Alesund.

The Sun and the terrestrial magnetosphere have been the subjects of active research since the dawn of the space age. The capabilities of observing both systems with greater and greater detail evolved separately until the 1980s, when it was realized that definitive results on the connection between the Earth and the Sun would require a concerted and joint effort. It was also realized that sophisticated solar-terrestrial research communities existed within all the space-faring nations of the world and that no one of them could launch such an effort by itself. The Los Alamos Chapman Conference on Magnetospheric Substorms and Related Plasma Processes can be considered the fourth in a series devoted to magnetospheric substorms, after the Moscow (1971), Houston (1972), and Bryce Mountain (1974) meetings. The main motivation for organizing the Los Alamos Conference was that magnetospheric substorm studies have advanced enough to the point of bringing experimenters, analysts and theorists together to discuss major substorm problems with special emphasis on theoretical interpretations in terms of plasma processes. In spite of an extremely heavy schedule from 8:30 A.M. to 10:00 P.M., every session was conducted in an enjoyable and spirited atmosphere. In fact, during one of the afternoons that we had put aside for relaxation, John Winckler led a group of the attendees in a climb to the ceremonial cave of a prehistoric Indian ruin at Bandelier National Monument, near Los Alamos under a crystal blue sky and a bright New Mexico sun. There, they danced as the former dwellers of the pueblo had, perhaps as an impromptu evocation of a magnetospheric event.

This collection of papers will address the question "What is the Magnetospheric Cusp?" and what is its role in the coupling of the solar wind to the magnetosphere as well as its role in the processes of particle transport and energization within the magnetosphere. The cusps have traditionally been described as narrow funnel-shaped regions that provide a focus of the Chapman-Ferraro currents that flow on the magnetopause, a boundary between the cavity dominated by the geomagnetic field (i.e., the magnetosphere) and the external region of the interplanetary medium. Measurements from a number of recent satellite programs have shown that the cusp is not confined to a narrow region near local noon but appears to encompass a large portion of the dayside high-latitude magnetosphere and it appears that the cusp is a major source region for the production of energetic charged particles for the magnetosphere. Audience: This book will be of interest to space science research organizations in governments and industries, the community of Space Physics scientists and university departments of physics, astronomy, space physics, and geophysics.
