This report provides guidance in helping police and community leaders develop successful mediation programs for addressing citizen complaints against police officers. The first chapter defines mediation as "the informal resolution of a complaint or dispute between two parties through a face-to-face meeting in which a professional mediator serves as a neutral facilitator and where both parties ultimately agree that an acceptable resolution has been reached." The goals of mediation are to achieve understanding of the issues involved in the complaint, solve any problems associated with the complaint, and achieve reconciliation between the parties. The second chapter outlines the potential benefits of mediation for police officers, citizen complainants, police accountability, community policing, the complaint process, and the criminal justice system. The third chapter discusses the key issues in developing a mediation program for citizen complaints against police. Among the issues addressed are voluntary participation, case eligibility, the mediation of racial and ethnic-related complaints, the mediation of complaints by women, potential language and cultural barriers, case screening, police discipline and accountability, and getting both sides to the table. Other issues addressed pertain to the mediation session itself and the enforcement of agreements. Chapter four presents results from a survey of existing citizen complaint mediation programs. Again, while "Bapu" is on Mahatma Gandhi and his ideals, it ridicules all those who earned fame in his name. While "Motherland's Boys" talks of the deterioration of India-Pakistan relations, "How Many More Children Will You Kill" chides Israelis and Palestinians for deaths of innocent children. "An Unknown Past" looks at an old person struggling in vain to open the locked doors of her memory. There are also poems that talk of a personal loss and some that snub individuals that make haughty statements.All the illustrations in the book are by cartoonist and animator Mr. Swathi Jaikumar.

This book looks at police reform in Canada, arguing that no significant and sustainable reform can occur until steps are taken to answer the question of 'What exactly do we want police to do?' Adding challenge to this is that setting boundaries on what we expect the police to do requires grappling with the complex social problems we ask them to resolve. In public policy language, these are ‘wicked problems’ – social or cultural issues frequently seen as intractable. Authors Huey, Ferguson, and Schulenberg, all policing scholars, draw on a unique collection of data to explore these issues: over 20 years of research (2000– 2021) ranging from in-depth interviews, surveys, and field observations to document analysis and systematic social observation. Pooling this data generates a national-level picture of changes in the policing operational environment over these decades. This book focuses on four particular wicked problems (mental health, substance misuse, homelessness, missing persons) with causes and potential preventative treatments that lie primarily outside the criminal justice system and yet continue to be treated as 'policing problems.'
