When police brutality becomes front-page news, it triggers a sudden, intense interaction between the media, the public, and the police. Regina Lawrence ably demonstrates how these news events provide the raw materials for looking at underlying problems in American society. Journalists, policy makers, and the public use such stories to define a problematic situation, and this process of problem definition gives the media a crucial role in our public policy debates. Lawrence extensively analyzes more than 500 incidents of police use-of-force covered by the New York Times and the Los Angeles Times from 1985 to 1994, with additional analysis of more recent incidents such as as the shooting of Amadou Diallo in New York. The incidents include but are not limited to those defined as "police brutality." Lawrence reveals the structural and cultural forces that both shape the news and allow police to define most use-of-force incidents, which occur in far greater numbers than are reported, she says. Lawrence explores the dilemma of obtaining critical media perspectives on policing policies. She examines the factors that made the coverage of the Rodney King beating so significant, particularly after the incident was captured on video. At the same time, she shows how an extraordinary news event involving the police can become a vehicle for marginalized social groups to gain entrance into the media arena. In contrasting "event-driven" problem definition with the more thoroughly studied "institutionally driven" news stories, Lawrence's book fills a major gap in media studies. It also offers a broader understanding of the interplay between the criminal justice system and the media in today's world.

Although many people consider excessive police violence disconcerting, if, when, and how they voice their opinion or respond by taking some sort of action has generally remained empirically unknown. In the hope of understanding this process, Ross has developed a four-stage model, based on a review of the literature and on interviews with the relevant actors. He then uses this tool to analyze police violence that occurred in Toronto, Canada and New York City, over a fifteen-year period. To better focus the study, he uses in-depth case studies of three well-publicized cases of police violence from each city, matched on important criteria. This study addresses a difficult, timely, and important topic for victims, for police personnel, and for society. Ross concludes that, in general, most individuals do not respond to police use of excessive force; further, if and when they do usually depends on the context of the violence. Using both quantitative and qualitative methods, Ross's model integrates a variety of approaches to improve our understanding of how communities come to define and control the use of force by police, including literature on the role of media efforts and their impact upon police violence. The work concludes with an analysis of the reasons why people react so infrequently to incidents of excessive force.

Police violence is not a new phenomenon. In the late 19th and early 20th centuries, police officers in America assaulted or killed many ordinary citizens, often during improper detainments or arrests where no threat existed or no crime had been committed. Based on hundreds of newspaper accounts from 1869 through 1920, this history provides a chronological listing of interactions between police and unarmed citizens in which the citizens—some of them minors—were assaulted or killed. Police who committed such acts often lied to protect themselves, assisted by fellow officers and encouraging the media to demonize the victims.
