This book provides an account and analysis of policing in Northern Ireland, providing an account and analysis of the RUC (Royal Ulster Constabulary) from the start of 'the troubles' in the 1960s to the early 1990s, through the uneasy peace that followed the 1994 paramilitary ceasefires (1994-1998), and then its transformation into the Police Service of Northern Ireland following the 1999 Patten Report. A major concern is with the reform process, and the way that the RUC has faced and sought to remedy a situation where it faced a chronic legitimacy deficit. Policing Northern Ireland focuses on three key aspects of the police legitimation process: reform measures which are implemented to redress a legitimacy crisis; representational strategies which are invoked to offer positive images of policing; and public responses to these various strategies. Several key questions are asked about the ways in which the RUC has sought to improve its standing amongst nationalists: first, what strategies of reform has the RUC implemented? second, what forms of representation has the RUC employed to promote and portray itself in the positive terms that might secure public support? third, how have nationalists responded to these initiatives? The theoretical framework and analysis developed in the book also highlights general issues relating to the implications of police legitimacy and illegitimacy for social conflict and divisions, and their management and/or resolution, in relation to transitional societies in particular. In doing so it makes a powerful contribution to wider current debates about police legitimacy, police-community relations, community resistance, and conflict resolution.

From the mid-1990s onwards, Ireland experienced unprecedented growth levels in immigration from around the world, prompted by the country’s changing economic fortunes. In turn, the people of a very small and conservative country saw the rapid development of diverse minorities in their midst, especially in the capital, Dublin. From a sociological point of view, such communities posed challenges for the national police force, An Garda Síochána. As part of a strategy to engage with rapidly changing demographics, An Garda Síochána launched the Garda Racial and Intercultural Office (GRIO). In 2001, the author of this book was invited to establish a framework, and practical measures to negotiate the non-discriminatory policing of Ireland’s changing society. The author proposed the appointment of Garda Ethnic Liaison Officers (ELOs) to liaise and reassure members of these new minorities, while developing the officers’ own deeper understanding of difference and vulnerability. These appointed ELOs were trained in cultural awareness and difference by the author, in conjunction with minority representatives, which in turn, influenced their thinking in the delivery of a non-discriminatory front-line police service. The role of the ELO makes the Irish police authorities one of the first in the world with specialist officers dedicated to building relations with minorities. This book has many lessons to offer sociologists, academics, criminologists, lawyers, social policymakers and police institutions dealing with the plight of refugees, asylum seekers, economic migrants and marginalised people the world over.

Over the last decade there has arisen considerable disquiet about the relationship between criminal justice and its publics. This has been expressed in a variety of different ways, ranging from a concern that state criminal justice has moved too far away from the concerns of ordinary people (become too distant, too out of touch, insufficiently reflective of different groups in society) to the belief that the police have been attending to the wrong priorities, that the state has failed to reduce crime, that people still feel a general sense of insecurity. Governments have sought to respond to these concerns throughout Europe and North America but the results have challenged people's deeply held beliefs about what justice is and what the state's role should be. The need to innovate in response to local demands has hence resulted in some very different initiatives. This book is concerned to delve further into this contested relationship between criminal justice and its publics. Written by experts from different countries as a new initiative in comparative criminal justice, it reveals how different the intrinsic cultural attitudes in relation to criminal justice are across Europe. The rule of law is becoming a victim of the struggle against terrorism. Many countries are reviewing their security procedures and questioning whether due process rights hinder them in the war on terror.
