Knowledge about policing has been produced and disseminated unevenly so that our understanding comes from a skewed emphasis on the Anglo-American experience. Drawing on an original and comprehensive study of policing in Vietnam and engaging a Southern Criminological framework, this book explores police cultures and practices in a postcolonial, post-Confucian, transitioning economy. Identifying both similarities and differences in policing and police culture in Vietnam with those found in the dominant literature from the Global North, Policing in a Changing Vietnam challenges assumptions that police are (purportedly) apolitical, averse to tertiary education and defer to legalistic approaches to policing and law enforcement. It highlights that the variations identified in policing in Vietnam must be understood, not as deviations from Anglo-American normality, but as significant separate practices and traditions of policing from which the Global North may have something to learn. Foreign assistance in policing is not a new phenomenon, but often we fail to consider the past, while planning for the future. Since 1989, the role of the US in several stability operations has increased, such as: Panama (1989), Somalia (1992), Haiti (1994, 2004), Bosnia (1995), Kosovo (1999), Afghanistan (2001), and Iraq (2003). Additionally, US military and civilian organizations have been used to rebuild military and police forces and to provide logistics to international forces (El Salvador, 1991; East Timor, 1999). With the intention of avoiding past mistakes in future stability activities, we have endeavored to capture the lessons from Vietnam policing development. The operational environment in Vietnam was similar to Afghanistan and Iraq, in that police development was initiated during the conflict, in a dangerous environment that was difficult for civilian development actors to work in, thus requiring a large military police advising contingent. Police advising in what was then RoV also incorporated USAID and Central Intelligence Agency (CIA) advisors, as well as those from other countries, but that is beyond the scope of this anthology of lessons learned. The lessons derived from the US intervention in Vietnam have important implications for foreign advising today and in the future.

Criminology has focused mainly on problems of crime and violence in the large population centres of the Global North to the exclusion of the global countryside, peripheries and antipodes. Southern criminology is an innovative new approach that seeks to correct this bias. This book turns the origin stories of criminology, which simply assumed a global universality, on their head. It draws on a range of case studies to illustrate this point: tracing criminology’s long fascination with dangerous masculinities back to Lombroso’s theory of atavism, itself based on an orientalist interpretation of men of colour from the Global South; uncovering criminology’s colonial legacy, perhaps best exemplified by the over-representation of Indigenous peoples in settler societies drawn into the criminal justice system; analysing the ways in which the sociology of punishment literature has also been based on Northern theories, which assume that forms of penalty roll out from the Global North to the rest of the world; and making the case that the harmful effects of eco-crimes and global warming are impacting more significantly on the Global South. The book also explores how the coloniality of gender shapes patterns of violence in the Global South. Southern criminology is not a new sub-discipline within criminology, but rather a journey toward cognitive justice. It promotes a perspective that aims to invent methods and concepts that bridge global divides and enhance the democratisation of knowledge, more befitting of global criminology in the twenty-first century.
